Regulations on the Guarantee of Food Security in Sichuan Province Approved

  On March 26, the 26th Session of the Standing Committee of the 13th Sichuan Provincial People's Congress voted through the Regulations on the Guarantee of Food Security in Sichuan Province, which is also the first local regulation on the guarantee of food security ever in the history of Sichuan province. Thereinto, five highlights deserve attention.

  Emphasize and fulfill local governmental responsibilities in food security. The Regulations strengthens provincial and municipal people's governments' assessment of the responsibility system and legal supervision of People's Congress over the implementation of food security carried out by people's government at a lower level, and stipulates that "local people's governments at or above the county level are obliged to make a regular report on the progress of food security guarantee to the Standing Committee of Sichuan Provincial People's Congress at the same level", so as to further fulfill local government's political responsibilities in food security.

  Legal responsibilities of treasuring and saving food. The Regulations makes relevant rules, specially concerning saving food and treasuring food, for local governments, food producers and operators, catering enterprises and canteens for group dining of organizations, individual citizens, news media and other main bodies.

  Tougher supervision and regulations on idle and wasted farmland. The Regulation clarifies that "no unit and individual is allowed to make the farmland be idle or wasted and all farmland should be ensured to exert its relevant function of food production", and "local people's governments at all levels should increase the strength of supervision on wasted farmland and take measures to organize the recultivation on wasted farmland to enlarge the food production area", with corresponding penalties and rules defined in legal responsibilities.

  Establish food relief system. The Regulations provides that "local people's governments at or above the county level should establish food supply and relief system for low-income groups and affected residents to guarantee their basic food needs," in order to consolidate and extend the effective linkage between the achievements in poverty alleviation and rural revitalization.

  Enhance local governments' prevention and control over food reserve risks. The Regulations prescribes that "the storage enterprises working for local governments' food reserves should specify a senior manager who is responsible for compliance management, review and supervise the compliance of operation and management activities of governments' reserved food, and making an immediate report to the head of the enterprise and food administrative department in accordance with relevant regulations". Appointing, by means of laws and regulations, a senior manager to shoulder responsibilities of independent review and supervision, can further improve local governments' daily supervision on food reserves and ensure precautionary measures in place to plug up the loopholes.
