On March 17, the Video Conference on Promoting Key Water Conservancy Work of Sichuan Province in 2021 and during the 14th Five-Year Plan Period was held in Chengdu. During the 14th Five-Year Plan period, the province will actively push forward with the preliminary work of Changzheng Canal Diversion Project as well as flood control and governance of Qingyukou, Sanba and Sichuan section of the main stream of the upper reaches of the Yangtze River, and start to construct the two large reservoirs, namely Qingyukou Reservoir and Mishi Reservoir, according to the meeting.

　　Last year, Gujun Reservoir, Tingzikou Irrigation Area Phase I as well as the water ecological restoration and governance project in the Basin of Qionghai Lake were commenced, and more than 90% of the investment in major water conservancy projects in the province was completed, contributing to the successful conclusion of the 13th Five-Year Plan period.

　　During the 14th Five-Year Plan period, the province will comprehensively promote the construction of major projects in a bid to build a modern water conservancy system. On the one hand, efforts will be made to accelerate the preliminary work of the projects, improve the mechanism for advancing major projects and implement the project legal person accountability system. On the other hand, efforts will be intensified to create the ecological water network with five horizontal lines and six vertical lines, and form the water resources allocation pattern of water diversion from west to east and water replenishment from north to south as soon as possible. In addition, the province will accelerate the construction of backbone projects, fully promote the construction of 101 large and medium-sized water conservancy projects and supporting facilities, and improve the water supply capacity of those projects.

　　In terms of strengthening investment guarantee, the province will expand investment and financing channels, gradually form an investment system with government investment as the mainstay and diverse participation of multiple channels. At the same time, Sichuan will improve special funds' overall planning, allocation, use, supervision, management and performance assessment methods, and enhance the standardization, safety and effectiveness of fund use.
