On March 15, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 66th executive meeting of the provincial government to study and implement the important speeches of General Secretary Xi Jinping and spirit of the Two Sessions 2021, and to arrange the work related to safety production and recognition and management of chemical industrial parks.

　　The meeting stressed that the just-concluded Two Sessions 2021, which were held at the historical intersection of the "two centenary goals", are rich in content and of great significance.All the relevant government departments should align their thoughts and actions with the important speeches of General Secretary Xi Jinping during the Two Sessions 2021 and the spirit of the Two Sessions 2021, to ensure the effective implementation of all decisions and arrangements in Sichuan. All the officials should study and implement the important speeches of General Secretary Xi Jinping, think about the big picture, reinforce political consciousness, overall consciousness, core consciousness and aligning consciousness, foster stronger confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and uphold Xi Jinping’s position as the core of the CPC Central Committee and the whole Party, as well as the authority of the CPC Central Committee and its centralized, unified leadership. Efforts should be made to get a good start for the 14th Five-Year Plan, and to strive to promote high-quality development in accordance with the working idea developed by the CPC Sichuan Provincial Committee of "stabilizing agriculture, strengthening industry, promoting consumption, expanding domestic demand, implementing projects, valuing innovation, making smooth circulation and improving quality". It also should safeguard the bottom line of safety and make great efforts on economic operation analysis and scheduling, so as to create a good start in the first quarter. Relevant departments should make good use of policies to seek greater development, carefully analyze and understand policies, report to and connect relevant units to get more projects and financial support, keep result-oriented, and focus on project implementation, thus laying a solid foundation for the long-term development of Sichuan.

　　The meeting debriefed the implementation of review on rectification measures for especially serious and major production safety accidents in the past five years, and stressed the need to attach great importance to safety production, adhere to the bottom-line thinking, enhance the sense of urgency, keep cautious in implementing all tasks, draw lessons from safety production accidents nationwide to develop better safety accident solutions, continue to improve institutional mechanism, carry out accountability system, and adhere to strict arrangements, inspection, and enforcement, so as to the most serious implementation of the strictest regulations and to produce results that satisfy CPC Central Committee, the State Council and people of Sichuan.

　　The meeting considered and adopted the Recognition Conditions for and Management Measures of Chemical Industry Parks in Sichuan (Trial).

　　The meeting agreed with the recognition of Pengzhou and other 25 counties (cities and prefectures) as the fourth batch of provincial demonstration counties of "Four Good Rural Roads".

　　Other issues were also discussed at the meeting.
