On September 29, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 83rd Executive Meeting of the People's Government of Sichuan Province, which was aimed to study and implement Premier Li Keqiang and other central leading comrades' important instructions on the Sept 25 mountain torrents and mudslide disaster in Tianquan County, Ya'an City, Premier Li Keqiang's important instructions on the forest and grassland fire prevention and control work, as well as the guiding principles of the national autumn and winter forest and grassland fire prevention and control teleconference, deliberate and arrange the work concerning the rescue for the Sept 25 mountain torrents and mudslide disaster in Tianquan County, Ya'an City, the Mingyue Mountain Green Development Demonstration Belt, the Luzhou-Yongchuan-Jiangjin integrated development demonstration zone, the high-quality development of high-tech zones, etc.

　　The meeting stressed the need to thoroughly implement General Secretary Xi Jinping's important proposals on flood control, disaster mitigation and relief, as well as forest and grassland fire prevention and control, seriously implement the important instructions and requirements of Premier Li Keqiang, always put people's lives and safety in the first place, continue to enhance the capabilities of disaster prevention and emergency rescue, and ensure that "it's better to do comprehensive prevention work even if there is a faint possibility that a disaster may occur", "it's better to hear a complaint about the efforts than a cry for losses", and "it's better to be prepared but nothing happens than not to be prepared in case of an emergency". Efforts should be made to continuously search and rescue the missing people, comfort the bereaved families and deal with the aftermath of the disaster in Tianquan County. At the same time, we should learn the lessons deeply, identify the internal root problems, strictly and practically close the loopholes, strengthen the troubleshooting, monitoring and early warning of geological disasters across the province, improve the plans and measures, and solidify coordination and unified command among the relevant departments in response to emergency in order to prevent similar accidents in the future. We should resolutely prevent being careless and complacent, always concentrate on forest and grassland fire prevention and control, utilize the effective measures in the special rectification campaign, continue to improve the prevention capacity from the aspects of human, resources, and technology, and consolidate the hard-earned results of forest and grassland fire prevention and control.

　　Firstly, the meeting deliberated and adopted the Overall Plan of Mingyue Mountain Green Development Demonstration Belt and the Overall Plan of Luzhou-Yongchuan-Jiangjin Integrated Development Demonstration Zone, which requires the relevant localities and departments to seize the major opportunity of constructing the Chengdu-Chongqing economic circle, adhere to ecological priority and green development, strengthen connectivity, collaboration, joint construction and sharing, explore the effective measures for the moderate separation of economic zones and administrative districts, and accelerate the integrated development of Sichuan-Chongqing adjacent areas.

　　Secondly, the meeting deliberated and adopted the Implementation Opinions on Promoting High-quality Development of High-tech Industrial Development Zone (Park)", which proposes key tasks such as strengthening efforts in making breakthroughs in core technologies and commercialization of research results, creating high-end innovation platforms, and emphasizes the need to adhere to result orientation, introduce more enterprises with core competitiveness, promote the creation of more original and valuable achievements, accelerate the formation of industrial chains, strictly implement the environmental and safety assessment system, and resolutely curb the haphazard development of "highly polluting and energy-consuming" projects.

　　Thirdly, the meeting deliberated and approved the Regulations on Handling Complaints from Outside Enterprises in Sichuan Province (Revised Draft), which emphasizes the need to benchmark against Hong Kong, Shanghai, Shenzhen, and other advanced regions, continue to build a market-oriented and international business environment under rule of law, provide assistance and solve the problems encountered by outside enterprises, especially foreign-funded ones so that these enterprises can develop in a better way while a good image of openness and tolerance can be established in Sichuan Province. We should make efforts to improve the international business environment in Sichuan.

　　Finally, the meeting deliberated and approved the Catalogue of Provincial Administrative Powers Adjusted for Implementation by Chengdu and 7 Regional Central Cities.
