On October 23, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and the Governor of the People's Government of Sichuan Province, investigated Wolong Giant Panda National Park and stressed that all parties should study in earnestness, comprehend in depth and implement in resolution General Secretary Xi Jinping's Thought on Ecological Civilization and the spirits delivered in his important remarks made in the Leaders' Summit of the 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15). We should bear in mind the overall interests of the nation and the people, hold fast to the idea that lucid waters and lush mountains are invaluable assets, fulfill the decisions and deployments of the CPC Central Committee and the State Council, build up the Giant Panda National Park into a true and brilliant nature reserve and improve the protection for biodiversity in a well-rounded manner, so as to make great contributions of Sichuan Province to establishing a Chinese characteristic nature reserve system with national parks as its mainstay and advancing the construction of beautiful China.

　　In China Conservation and Research Center for Giant Panda Shenshuping Base in Wolong, Huang Qiang learned more about the giant panda's artificial cultivation, training for pandas before they were sent back to the wild nature and international cooperation, nodded at the fruitful results achieved in Wolong National Nature Reserve area in terms of protection and cultivation of giant pandas and biodiversity conservation, conveyed his regards and extended his gratitude to all cadres and working staff, stressing that relevant departments should put the protection of original ecological environment at an outstanding position, elevate the planning and design level for facilities such as exhibition halls and accommodations and put more efforts in introducing much improved bamboo seeds and cultivating and growing such superior varieties as food for pandas. Huang also visited Wolong Nature and Earthquake Museum in order to have a deeper understanding of wild fauna and flora resources in the area and inspected the operation of the digital platform of Giant Panda National Park, emphasizing that the connectivity and integrated sharing among respective platforms of areas in the province should be consolidated to better carry out active exploration of smart national parks construction.

　　Later, Huang chaired a special meeting on promoting the construction of the Giant Panda National Park and listened to information about the construction and setting of administrative organizations respectively reported by representatives from Sichuan Provincial Bureau of Forestry and Grassland, Office of Sichuan Provincial Commission for Public Sector Reform, Aba Tibetan and Qiang Autonomous Prefecture and Wolong National Nature Reserve. The construction of the Giant Panda National Park was a political task and a glorious mission assigned by the CPC Central Committee for Sichuan Province as well as a major opportunity for provincial development, as Huang pointed out. All departments of relevant areas should further improve respective political stance, take an initiative to assume responsibilities and make true achievements and be devoted to taking actions and pushing forward the national park’s construction in a bid to let the CPC Central Committee be assures, share benefits for all and make people in the province be satisfied with actual construction results. 

　　Huang also laid stress on insisting on putting eco-protection first, coordinating the governance on ecological systems, including mountains, rivers, fields, lakes, grasslands and desert, and enhancing the originality and integrity of ecological environmental protection in a down-to-earth manner. All relevant departments should accelerate respective working pace, strengthen communication and linkage, vigorously strive for the early issuance of overall planning of the national park construction, and make a good preparation for all works to be done with all strengths. We should adhere to accordance principles and promote reforms in accordance with people’s expectation and development law, speed up the construction of a unified, standard and efficient management system, innovate operation mechanism for income distribution and incentives and establish a system for assessing and evaluating eco-protection performance. During the interim, all cadres and working staff should remain at their posts, ensure to keep ideology in compliance, members in solidarity and work in progress and stay firm to safeguard the safety bottom line.  All relevant departments were required to be determined and take immediate actions to rectify and clear problems discovered by central inspection on environmental protection, fulfill respective responsibilities, and carry out classified management of the problems to further quicken the clearance of small-scale hydropower projects and giving-up of mining rights in the parks. It’s also required to be responsible for fire prevention and control as well as disaster prevention, mitigation and relief, step up to hoist capacity and level of emergency response and correctly accommodate the relationship between eco-protection and residents’ production and life, so that human beings and the nature can live in harmony and co-existence for sustainable development. Lists of tasks should be made; periodical schedules and timetables should be set; and regular supervisions and inspections should be conducted, for relevant departments to take true and practical actions to promote decisions and deployments of the CPC Central Committee and the State Council to be fully implemented in Sichuan.

　　The investigation and meeting were also attended by Vice Governor Cao Lijun, Hu Yun, Secretary-General of the People's Government of Sichuan Province, and heads from Aba Tibetan and Qiang Autonomous Prefecture and provincial departments.
