The CPC Sichuan Provincial Committee Asks to Deeply Study the Planning Outline for the Construction of Chengdu-Chongqing Economic Circle in a Meeting of the Standing Committee

  On October 21, the CPC Sichuan Provincial Committee held a meeting of the Standing Committee to deeply study the Planning Outline for the Construction of Chengdu-Chongqing Economic Circle, which was issued by the CPC Central Committee and the State Council, and discuss the work related to the study, publicity and implementation of the Planning Outline. Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee, chaired the meeting and delivered a speech.

  It’s pointed out in the meeting that the CPC Central Committee and the State Council were making much account of the development of Chengdu-Chongqing region. Looking retrospectively from the deployments of promoting the construction of Chengdu-Chongqing Economic Circle made in the sixth meeting of the CPC Central Financial and Economic Committee chaired by General Secretary Xi Jinping in January, 2020 to the review of the Planning Outline for the Construction of Chengdu-Chongqing Economic Circle in the meetings of the Political Bureau of the CPC Central Committee in October, 2020, it’s noticeable that the completion of top-level design within one year fully reflected the deep concern and ardent expectation of the CPC Central Committee with Comrade Xi Jinping at the core and served as the fundamental base and essential guideline for Chengdu-Chongqing development in the new era. The release of the Planning Outline to the public made it accessible for all sectors of the society at home and abroad to comprehensively learn more about the strategic position, development goals and spatial layout and development focus of the construction of Chengdu-Chongqing economic circle and injected new driving force to pool strengths, concerns and supports from all social parties to participate in the implementation of the national strategy, and it’s of great significance in terms of creating an essential growth pole and new source of power to promote the nationwide quality development and build up an inland highland for opening up and a new base for participation in international competition. Party organizations at all levels and all Party members and cadres in Sichuan should take a lead to study and thoroughly comprehend the Planning Outline and pay close attention to integrating the reality to eventually realize pragmatic implementation.

  It's indicated in the meeting that all parties involved should deepen ideological understanding and strengthen sense of mission and responsibility in a practical manner.  To promote the construction of Chengdu-Chongqing economic circle is seen as the major strategic support to steer regional coordinated development, form complementary advantages and advance economic planning in quality development driven regions under the new trend as well as a major strategic action taken to build up a new development paradigm featuring domestic market circulation as the mainstay and mutual promotion of dual circulations between domestic and international markets.  All relevant departments should further grasp opportunities, hold fast to the spirit of go aheadism, focus and pool strengths to publicize the study of the Planning Outline and push forward its final implementation, so as to quicken the conversion of national dividended policies into development results in Sichuan Province and make contribution to national strategic outlook with real achievements.  We should zero in on our goals and positioning and give impetus to fulfill the key tasks,  by closely centering on the development positioning of “one pole, one source, two centers and two places” and concentrating on planning goals to be realized by 2025 and by 2035, which include major tasks for all parties in terms of nine aspects, namely steady advancement in constructing a new development pattern of Chengdu-Chongqing economic circle, construction of modern infrastructure network, coordinated construction of modern industrial system, construction of a science and technology innovation center with national influence, development of Chengdu-Chongqing region into an international consumer destination with Bashu characteristics, building-up of an eco-protection barrier in the upper reaches of the Yangtze River, development of a highland for reform and opening-up in inland China, promotion of urban-rural integrated development and consolidation of public service system for all. More efforts should be made to accelerate the construction of a series of landmark projects, including Sichuan-Tibet Railway, Chengdu-Dazhou-Wanzhou High-speed Railway, Chongqing-Kunming High-speed Railway, Chengdu-Chongqing Central Line High-speed Railway and the main western rail route of the New Western Land-Sea Corridor in accordance with the requirements stipulated in the "list management and responsibility system". We should also employ the advantages of four provincial new areas and major platforms including Tianfu New Area, Western China (Chengdu) Science City and China (Mianyang) Science and Technology City to implement a batch of major projects covering S&T innovation, eco-environmental protection and water conservancy and energy development, in order to realize a substantial step forward in coordinated development in areas adjacent to Sichuan and Chongqing regions.

  As emphasized in the meeting, it’s necessary to continuously deepen reform and promote innovation of development system and mechanism. We should focus on the implementation of the Planning Outline for the Construction of Chengdu-Chongqing Economic Circle and pay much more attention to exploring and establishing a cross-administrative region mechanism for coordinated fiscal investment with moderate separation of economic zones and administrative regions as its center. We should set up platforms, companies and investment and development fund with supports and concerted efforts in a bid to push on the infrastructure construction and development of advantageous industrial clusters by means of mutual investment and collaborative development and operation. We should also explore a benefits sharing mechanism concerning industrial parks co-construction and joint investment promotion and improve a financial and tax sharing system to better accommodate interests of all cooperative parties. It’s also required that all relevant departments should strengthen the publicity and interpretation of the Planning Outline in order to gather all forces from the society through measures, such as carrying out a series of publicity and interpretation campaigns around the Planning Outline in order to receive more attention, understanding and support from parties from home and abroad, make it accessible for all cadres and people in the province to understand and grasp central policy and deployments made by the CPC Sichuan Provincial Committee in a well-rounded manner and pool strengths from all social parties to form a strong synergy for co-construction of Chengdu-Chongqing economic circle; and planning and organizing series forums to release lists of policies and projects, bolster confidence and motivation for all enterprises to invest and start up business in Sichuan, and further promote the settlement of influential enterprises and implementation of major projects in the province.
