At the peak construction of irrigation and water conservancy for winter and spring, on October 20, Sichuan province held a work conference on a 100-day campaign of high-standard farmland construction and fertilizing farmland, which announced the official launch of the province's 100-day campaign of high-standard farmland construction to ensure that 4.7 million mu of farmland construction is completed as scheduled.

　　The meeting announced the annual task of constructing high-standard farmland and high-efficiency water-saving irrigation farmland in the province, and stressed that all localities and relevant departments should focus on the two cores — quantity and quality, firmly guard the red line of arable land and speed up the construction progress from the immediate and long-term two dimensions, and strive to stabilize the granary of Sichuan as constructing high-standard farmland holds the key to ensuring food security.

　　To be specific, we should base on the present, reverse the schedule, and accelerate the completion of the annual construction task through the 100-day campaign. In addition, from October 2021 to May 2022, we will fully implement every-ten-day coordination and monthly report of high-standard farmland construction; false report, omission and late reporting shall be announced in time; and those who falsify data shall be denied by one vote in the annual assessment.

　　At the same time, we should seize the opportunities provided by the pilot project to demarcate the "three regions and three lines", the pilot project to improve degraded farmland, and the third soil census, focus on the task to build 63.53 million mu of high-standard farmland by 2030, ensure the standard investment of 3,000 yuan per mu, adhere to the classification of the plains, hills, mountainous areas around the basin, Panzhihua region, Tibetan plateau areas, and quickly formulate and disintegrate planning tasks at the provincial, city and county levels.

　　In terms of high-standard farmland management and use, the meeting proposed to implement dynamic monitoring of projects and to classify high-standard farmland that has been built as permanent basic farmland under special protection as far as possible. Efforts should be made to simultaneously carry out trials to improve degraded cultivated land, and ensure that we will complete the pilot demonstration to improve 150,000 mu of degraded (acidified) cultivated land and make good preparations for the third soil census within the year.

　　Compared with previous years, this year's progress of high-standard farmland construction has been listed as the only quantitative indicator for the assessment of work related to agriculture, rural areas and farmers, and is an important part of the Party and government's shared responsibility for food security, the performance assessment of rural revitalization, and the annual evaluation of high-standard farmland construction, according to relevant officials at the Office of the Rural Work Leading Group of the CPC Sichuan Provincial Committee.
