Approved by the leading group for promoting Chengdu-Deyang-Meishan-Ziyang urban-integration development, Chengdu-Deyang-Meishan-Ziyang Urban-Integration Public Service Plan was officially printed and issued a few days ago.

　　In the Plan, it is put forward that by 2025 the work involving common construction and sharing of Chengdu-Deyang-Meishan-Ziyang public service will be transformed from basic guarantee to quality & quantity promotion, from mechanic framework to institutional system, as well as from single-point breakthrough to overall promotion. Resource allocation will be conducted according to industrial and population distribution instead of administrative division. For the public service in these four cities, the related policy will be carried out with high coordination, the related systems will be docked in order, and the related standards will be basically kept uniform. Supply quality and convenient common sharing will be greatly improved. The four cities will be built into the high-quality livable areas with regional driving force and international influence.

　　What is mentioned above will be realized through five actions—building an integrated modern educational system. Coordinate the allocation of basic education resources and increase the supply of inclusive pre-school education resources through multiple channels; promote the extended coverage of high-quality education resources, encourage the establishment of school alliances, promote the overall opening of high-quality online course resources such as "Online Chengdu No. 7 High School" to teachers and students in four cities, and encourage the common sharing of after-school education resources including research & practice bases and children's palaces in four cities.

　　Promote the expansion and extension of high-quality medical and health resources. Improve the mechanisms for joint prevention and control as well as monitoring and early-warning of major epidemic in Chengdu, Deyang, Meishan and Ziyang; improve the classified, layered and distributed mechanism for major epidemic treatment; build a medical treatment network for major infectious diseases with Chengdu as its center and Deyang, Meishan and Ziyang as its hubs; make joint effort in formulating the Deyang-Meishan-Ziyang medical and health emergency supplies support plan. Accelerate the promotion of Chengdu-Deyang-Meishan-Ziyang electronic health card ("one code (card) access") for medical treatment, build the Chengdu-Deyang-Meishan-Ziyang appointment registration platform, and promote the sharing and mutual recognition of testing results throughout secondary-and-above medical institutions.

　　Strengthen the coordinated development in culture, tourism and sporting. Implement the upgrading and reconstruction of Chengdu-Deyang-Meishan-Ziyang public cultural service facilities, and promote the equal opening of diverse public cultural facilities to the residents in these four cities. Promote the joint application for the list of world heritage, joint exhibition, joint publicity, joint research and joint cultural creation of ancient Shu Kingdom civilization sites (Sanxingdui Site—Jinsha Site) to create a world-class cultural IP. Integrate the classic scenic areas and high-quality tourism projects in Chengdu, Deyang, Meishan and Ziyang; make joint effort in launching high-quality tourism routes; collaborate to build culture-tourism complex projects. Build famous circles and cities in joint effort; coordinate the cultivation of sports talents; work together to build a modern sports industry system.

　　Construct an urban-integration service system for social security. The four cities will jointly build a unified and open human resource market, realize the urban integration of social security public services, work together to build a regional old-age service system, continuously expand the diversified supply of nursing services, and jointly promote the full coverage of public rental housing for permanent resident population. The focus will be put on promoting the implementation of the policies related to housing provident fund loans (involving the case that the employees who deposit their housing provident funds within the four cities, purchase their houses in the city which doesn't receive their housing provident funds).

　　Cooperate to build a social governance system. With community development and governance as an important step and breakthrough point, effort will be made to improve the gridded management service of social governance, improve the regional joint prevention and control mechanism as well as the integrated emergency coordinated linkage system, and enhance the overall effectiveness of regional social governance.
