On the morning of October 8, Sichuan's major projects in the fourth quarter of 2021 were started concentratedly. Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee, announced the projects commencement, and Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, delivered a speech.

　　The main venue of the commencement ceremony was located at the project site of SWIEE Science and Innovation Base in Chengdu Modern Industrial Port. Before the commencement, Peng Qinghua and Huang Qiang listened to the introduction to the investment and operation and major projects construction in Sichuan Province and Chengdu City as well as projects to be started in the ceremony. Peng pointed out that project investment is an essential carrier to drive economic growth. Since the beginning of 2021, departments at all levels in Sichuan have deeply implemented the spirit of the series of important instructions on work in Sichuan made by General Secretary Xi Jinping, earnestly fulfilled the deployments and requirements of the CPC Central Committee and the CPC Sichuan Provincial Committee, paid close attention to projects investment and promoted the complete commencement, faster construction or operation of a batch of major projects which were closely associated with Sichuan’s overall development in a long run, and investment, with a “leading role”, continued playing its irreplaceable key function in promoting economic recovery and quality development in the province. Under the requirements, all departments should hold fast to the “project-centered” working principle, tightly seize the strategic opportunities brought by a new paradigm formed in the development of China’s western region in the new era and the construction of Chengdu-Chongqing economic circle, accelerate and push forward the building of major projects in the province at different levels and categories, enhance the development of new infrastructure and new urbanization initiatives as well as major projects as reserves for key industries on the basis of local conditions and make every effort to scale up investment so as to improve investment quality and efficiency in an all-round manner. It’s also required to fully leverage the provincial working mechanism for projects advancement under the leadership of provincial leaders, make the best of working mechanisms, including “weekly monitoring, monthly scheduling and quarterly check”, as well as mechanisms of "red and black lists" and “three databases and one list” for projects investment management, take true and tough actions to break through the bottleneck problems hindering the potential project investment and ensure implementation of all tasks for project construction and investment attraction.

　　Huang Qiang pointed out in his speech that the major projects, which concentratedly commenced this time, would inject strong momentum into Sichuan’s quality development. We should stick to thoroughly implementing the resolutions and deployments of the CPC Central Committee and the State Council, firmly establish the principle that “project construction is conducive to and necessary for economic development”, concentrate on major strategies, industries and sectors and redouble efforts to progress the construction of major projects, boost current economic growth and lay down a solid and strong foundation to underpin future development. Project promotion should be quickened by following the roadmaps, making scientific scheduling and further enhancing supervision and guidance, in order to form favorable situation of mutual learning and competition. Project services should be optimized by providing much more powerful guarantee on land using, energy consumption, labor employment and key raw materials utilization and continuously improving business environment, to better stimulate the projects to be carried on with stronger stability and higher velocity. Project security and responsibility in environmental protection should be fulfilled by firmly guarding the bottom line for safety and the red line for ecological conservation, consolidating pandemic prevention and management, implementing the mechanism of positive lists for environment assessment, resolutely curbing the occurrence of serious and major accidents and striving to build up green, quality and trial projects. Project reserves should be enriched by seizing and making the most of major development opportunities and national macroeconomic policies, formulating a plan to prepare another batch of projects as reserves for inter-project continuity, sorting out promising projects to be approved and upgraded to the national level, making concerted efforts to stride forward and being ambitious to make breakthroughs and win final victory with unshakable resolutions in the fourth quarter, so as to end the year of 2021 with satisfactory results.

　　Luo Wen, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Executive Vice Governor of the People's Government of Sichuan Province, presided over the commencement ceremony and introduced the major projects. Heads from Chengdu City, Mianyang City, Panzhihua City and Deyang City respectively introduced their local major projects that concentratedly commenced this time at the main venue or via video link.

　　At about 10:25 a.m., Peng Qinghua officially announced the concentrated commencement of Sichuan’s major projects in the fourth quarter of 2021.

　　Among them, there were 53 projects with an investment of more than one billion yuan and the total investment amounted to 179.8 billion yuan, covering infrastructure construction, industrial upgrading, people’s livelihood improvement and social undertakings. The commencement of such major projects would strongly safeguard the realization of all goals and tasks of the year and vigorously support quality economic development across Sichuan.

　　Parallel sessions were held in 20 cities (prefectures) of the province. The commencement ceremony was also attended by Sichuan provincial officials Shi Xiaolin, Luo Zengbin, Wang Yihong, Peng Lin and Qumu Shiha, Chengdu municipal officials Wang Fengchao, as well as other heads from relevant provincial departments.
