On January 5, Huang Qiang, Deputy Secretary of CPC Sichuan Provincial Committee and Acting Governor of the People's Government of Sichuan Province, presided over the Sichuan Provincial On-site Meeting on the Supervision of Rectification of Acute Ecological Environment Problems of the Yangtze River and Yellow River. At the meeting, the government leaders investigated in secret acute ecological and environmental issues, and conducted on-site supervision on the issues stressed in the central inspection work of ecological and environmental protection, and the rectification of the Yangtze River's ecological and environmental problems handed over by the state. He emphasized that it is necessary to thoroughly implement Xi Jinping's Thoughts on ecological civilization, fully implement the decisions and plans of the CPC Central Committee, the State Council and the CPC Sichuan Provincial Committee, prioritize ecological environment protection and green development, remove all barriers in pollution control, and scrupulously investigate and rectify environmental protection problems, in a bid to protect the environment while bolstering the high-quality economic development of the province. At the meeting, inspection was carried out on grassroots field work in an unannounced and matter-of-fact way without accompanying and reception personnel. A group led by provincial leaders inspected the control of acute ecological environment problems, like the untreated discharge of domestic sewage, the illegal sewage discharge of industrial enterprises, and the pollution of small watersheds.

　　The sewage treatment plant in Majing Town of Shifang,which was built before the end of December 2019, is a key rectification project for inspection of the central inspection work of ecological and environmental protection. In the vicinity of the plant, Huang Qiang saw the domestic sewage was discharged directly into the YaziRiver instead of being treated in the plant first. Then he learned that the plant was not actually operating and the data of plant documents was falsified. Therefore he asked for earnestly finding out the specific problems in project approval, use of funds, project construction, data monitoring and supervision, systematically sorting out various related and derivative issues, and resolutely rectifying these problems in place and in time.

　　At the site, the Department of Ecology and Environment of Sichuan Province notified related environmental protection issues in Chengdu, Panzhihua, Guangyuan, and Liangshan, and reported the province's environmental protection issues discovered in unannounced visits in December 2020 and the rectification of ecological and environmental issues in the Yangtze River Economic Belt handed over by the state. Huang Qiang emphasized that it is necessary to take the rectification of problems discovered through supervision as a serious political task, find out our shortcomings according to high standards and seek practical results, resolutely eliminate falsification in inspection of results, and ensure that problems are effectively and completely rectified. It is highlighted to implement provincial-level inspection on environmental protection as a supplement and extension of the central inspection on environmental protection, establish a normalized mechanism of secret investigations and unannounced visits led by Party and government leaders, thoroughly investigate the grassroots work, and catalyze the rectification of problems. It is also stressed to urge the discharge of the responsibility of enterprises as the main entities, that of local government in regulation, that of industry in supervision, and that of related authorities in comprehensive supervision of ecological and environmental protection, strengthen the assessment of the equal responsibilities of the Party and government and the application of results, and establish mechanisms of monthly rankings and accountability interviews.

　　Four teams respectively led by Vice Governors Yang Hongbo, Luo Qiang, Yao Sidan, and Cao Lijun have conducted unannounced visits and supervision in Meishan, Ziyang, Neijiang, and Suining. Heads of 21 municipal (autonomous prefecture) governments and 14 provincial departments have participated in these unannounced visits and supervision. The Department of Ecology and Environment of Sichuan Province has handed over a list of acute ecological and environmental problems discovered in recent unannounced visits and a warning video to 21 cities (autonomous prefectures).
