On January 4, Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee and head of Provincial Leading Group on Promoting the Chengdu-Chongqing Economic Circle and Regional Coordinated Development, and Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee, Acting Governor of People's Government of Sichuan Province and the first head of the leading group, went to Chengdu Tianfu International Airport and Chengdu Eastern New Area for inspection. Peng Qinghua presided over and addressed the second meeting of the leading group. He stressed that all the attendees are supposed to study and implement the spirit of General Secretary Xi Jinping's New Year's message in 2021 and decisions and plans of the CPC Central Committee, and fully implement the plans made at the 8th Plenary Session of the 11th CPC Sichuan Provincial Committee and at the Economic Work Conference of the CPC Sichuan Provincial Committee. Towards 2021, all the attendees should work harder to make breakthroughs in key areas and deliver satisfactory results in promoting the Chengdu-Chongqing economic circle, lay a solid foundation for the 14th Five-Year Plan and greet the 100th anniversary of the founding of the CPC with excellent results.

　　Chengdu Tianfu International Airport concerns the strategic position of Sichuan in the overall situation of national opening-up and the economic landscape, and is of great importance to Sichuan's integration into the new development paradigm, building a strong domestic economic hinterland, and creating a hub to support the domestic and international circulations. The construction has basically completed. The airport will start its test flight after the successful calibration flight. During the inspection, Peng Qinghua, Huang Qiang and their colleagues overlooked the runways and main building on the ATC No. 1Tower and inquired about the commissioning and operation of the ATC system. They then took a shuttle bus along the airport avenue connecting to the airport expressway to the T2 domestic departure hall and operation command building, to understand the construction and decoration of the main functional areas, and listen to the reports on the functional layout of the comprehensive traffic transfer center, the promotion of the construction of key traffic supporting facilities such as subway and high-speed railway, as well as the ATC, resource management and emergency response. Peng Qinghua affirmed the progress and achievements made by all parties concerned in overcoming difficulties to push forward the airport construction. He hoped that they would continue to fulfill their own responsibilities, keep improving at work, ensure safe construction, and make good preparations for the integrated planning, construction, management and operation of Chengdu Tianfu International Airport and Chengdu Shuangliu International Airport, so as to steadily push forward the transfer of airlines and ensure the completion and operation on schedule.

　　The establishment of the Chengdu Eastern New Area is an important initiative for the CPC Sichuan Provincial Committee to implement the national strategy and promote the common development of Chengdu and Chongqing. Peng Qinghua and Huang Qiang learnt about the adjustment and reform of the management system and comprehensive treatment of the water environment of Sancha Lake Irrigation Project, the planning and construction of Chengdu Tianfu Olympic Sports Park and Chengdu Future Science and Technology City, and investment attraction for major industry projects during their inspection at the demonstration sections of greenway around the Sancha Lake, the construction site of Chengdu Future Science and Technology City, and the exhibition hall of Chengdu Health and Medical Center. Peng Qinghua pointed out that the development plan of the Area should be formulated at a higher starting point and with a higher standard and combined with the 14th Five-Year Plan and the experience of the pioneer cities at home and abroad, with an aim of comprehensively enhancing the ability to gather and allocate high-end factors and resources, striving to build a new driving force of high-quality development and a new high-level development platform in Sichuan, and setting an example for promoting the construction of the provincial-level Area at a higher level.

　　After the inspection, Peng Qinghua presided over the second meeting of the leading group at the Management Committee of Chengdu Eastern New Area, and listened to the report on the drafting of relevant documents to promote the Chengdu-Chongqing economic circle, the relevant work progress, and the relevant work carried out in Chengdu. Peng Qinghua pointed out in his speech that General Secretary Xi Jinping identified the development of the Chengdu-Chongqing economic circle as a national strategy at the sixth meeting of the CPC Central Financial and Economic Committee last January 3. One year since that, CPC Sichuan Provincial Committee has held two plenary sessions for systematic deployment based on the actual situations of Sichuan by closely following the CPC Central Committee's top-level design. The province has taken active moves to deepen its cooperation with Chongqing. Therefore, positive achievements have been made in promoting the Chengdu-Chongqing economic circle. In 2021, the significance of promoting the Chengdu-Chongqing economic circle is becoming increasingly prominent. Focusing on high-quality development, Sichuan will implement the new development concept and integrate itself into the new development paradigm in the new development period, so as to build itself into a new driving force to promote the regional development, a pivot for opening-up, a stronger hinterland for smoothing the domestic circulation, and a hub for supporting the domestic and international circulations. To that end, all the attendees have to enhance the political and strategic consciousness, strengthen the awareness of opportunities and responsibilities, and speed up efforts to implement the national strategy in Sichuan and make achievements, so as to live up to the expectations of General Secretary Xi Jinping, the CPC Central Committee and the people of Sichuan.

　　Peng Qinghua stressed that the year 2021 would see the real start to promote the Chengdu-Chongqing economic circle and its achievements. The CPC Sichuan Provincial Committee has made systematic arrangements for promoting the Chengdu-Chongqing economic circle at its economic work meeting. Therefore, all the relevant departments and units should implement them conscientiously, striving for making visible progress, practical results and perceived development. When carrying out the work, Sichuan should focus on the following aspects. The first one is to implement the Outline for the 14th Five-Year Plan formulated by the CPC Central Committee and revise and improve the implementation opinions, special plans and action plans based on the actual situations of Sichuan. The second one is to take initiatives to promote the key tasks in prioritizing areas including traffic infrastructure, sci-tech innovation centers, collaboration and common development of modern industries, opening-up channels and platforms, and public services for facilitating people. The third one is to build new driving forces for promoting regional cooperation and development, and give full play to the leading role of key regions, so as to make new progress in building metropolitan areas in Chengdu and provincial-level new areas, and deepencooperation with neighboring areas. The fourth one is to make creative and leading reforms to stimulate institutional mechanism, market players and factors and resources of production, actively explore the effective paths for moderate separation of economic zones and administrative districts, create the most favorable business environment, reform the market-based allocation of factors of production, and work hard to resolve institutional obstacles and restrictions and policy-related difficulties. The last one is to resolve acute problems when promoting all the tasks, develop tailored measures, allocate factors such as capital and land based on projects, and actively guide all sectors of society to participate in the development, in order to make new ground. In order to fully implement the decisions and arrangements on promoting the Chengdu-Chongqing economic circle, the leading group and its office should give full play to their leading and coordinating role. The joint meeting of five areas should develop schemes to promote the key tasks on a regular basis. Some provincial leaders should direct the work personally. Departments directly under the provincial government should guide and support the work covering the key areas while fulfilling their own duties. Relevant cities (prefectures) should fulfill their main responsibilities and take initiatives to undertake the key tasks.

　　Huang Qiang emphasized the following aspects in his speech. The first one is to break down work and plans and accelerate them based on major platforms, projects, reform matters and policies, so as to make achievements in promoting the Chengdu-Chongqing economic circle. The second one is to take initiatives to undertake the national strategy, build national labs, jointly promote the development of the New International Land-Sea Trade Corridor, strive to make new breakthroughs in promoting the integrated development in neighboring areas of Sichuan and Chongqing, and promote the building of major platforms. The third one is to resolutely implement the strategy of expanding domestic demand, speed up the construction of major projects, promote the development of competitive industrial clusters, and move faster to strengthen areas of weakness in public health and emergency management, emergency response capabilities and systems. The fourth one is to stimulate economic vitality and release momentum, deepen the reform in moderate separation between economic zones and administrative districts, build a unified open market, strengthen the collaboration in eco-environment protection and social people's livelihood, and make breakthroughs in major reforms. The last one is to take moves to improve the development environment, detail and improve the provincial policy system, actively participate in formulating national planning policies, strengthen policy coordination in key areas of Sichuan and Chongqing, and advance synergies in major policies.
