Implementation Plans of Deyang and Mianyang Cross-border E-commerce Comprehensive Pilot Areas Issued

  On January 11, the People's Government of Sichuan Province issued the Implementation Plan of China (Deyang) Cross-border E-commerce Comprehensive Pilot Area and the Implementation Plan of China (Mianyang) Cross-border E-commerce Comprehensive Pilot Area.According to the implementation plans, China (Deyang) Cross-border E-commerce Comprehensive Pilot Area will give full play to its role as an important industrial powerhouse and its strong foreign trade, so as to build Deyang into a world-class major equipment manufacturing base. China (Mianyang) Cross-border E-commerce Comprehensive Pilot Area will fully release Mianyang's potential in intelligent manufacturing and manufacturing capacity of the whole industrial chain of electronic information, so as to build Mianyang into a model for the development of cross-border e-commerce in western China.

  Both implementation plans will cover online and offline. As for China (Deyang) Cross-border E-commerce Comprehensive Pilot Area, the "1+2+7" cross-border e-commerce spatial layout will be formed across Deyang. A public service platform for cross-border e-commerce that covers various market players participating in registration, filing, cross-border e-commerce import and export businesses will be established.

  In the future, a group of projects and innovative explorations will be carried out in Deyang, such as the establishment of a global resource service center for cross-border e-commerce of logistics, new models of "reverse customization + cross-border e-commerce" and "bonded exhibition + cross-border e-commerce", and promotion of the direct truck transport from Deyang to Qinzhou. By 2025, more than 100 cross-border e-commerce enterprises will be introduced and cultivated. Five leading enterprises will set up their functional headquarters in Deyang. Three characteristic cross-border e-commerce industrial parks will be established. There will be more than 1,000 professionals engaging in cross-border e-commerce. More than 40% of foreign trade enterprises will adopt cross-border e-commerce. Cross-border e-commerce transactions will exceed 1 billion yuan.

  Likewise, as for China (Mianyang) Cross-border E-commerce Comprehensive Pilot Area, the "1+3+8" cross-border e-commerce spatial layout will be formed across Mianyang.A public service platform for cross-border e-commerce that covers various market players participating in registration, filing, cross-border e-commerce import and export businesses and services will be established.

  In the future, Mianyang will explore to establish cross-border e-commerce export clusters with local characteristics and a cross-border e-commerce import consumption business circle. Foreign exchange settlement for cross-border e-commerce through personal foreign exchange accounts will also be possible. Customized production models for cross-border e-commerce will be explored in fields such as electronic components and new material products. By 2025, Mianyang will introduce and cultivate 500 cross-border e-commerce enterprises, and develop 10 cross-border trade service enterprises, so as to achieve 1.5 billion yuan of import and export transactions in cross-border e-commerce.
