On January 7, the Working Conference on Reform and Development of Sichuan State-owned Assets and State-owned Enterprises (SOEs) was held in Chengdu, at which Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee, attended and delivered a speech. He stressed that the reform and development of state-owned assets and SOEs are relevant to the overall strategic situation of Sichuan's modernization construction. State-owned assets and SOEs will play a major role in the period of the 14th Five-Year Plan and the opening of a new journey. Therefore, all the attendees should study and implement General Secretary Xi Jinping's important speeches on the reform and development of state-owned assets and SOEsand the Party building, fully implement the arrangements made at the 8th Plenary Session of the 11th CPC Sichuan Provincial Committee and the Economic Work Conference of the CPC Sichuan Provincial Committee, maintain strategic focus, shoulder the responsibilities of the times, work harder to deepen the three-year campaign on reform of SOEs, and accelerate the efforts to optimize the layout of the state-owned economy and adjust its structure, so as to make state-owned assets and SOEs better and stronger and to give better play to the strategic supporting role of the state-owned economy in developing and prospering Sichuan.

　　Peng Qinghua, in his speech, fully affirmed the achievements made in the reform and development of state-owned assets and SOEs of Sichuan.He pointed out that 2020 was an extraordinary year in the development history of Sichuan. Amid the severe and complex situation at home and abroad, especially the severe impact of the COVID-19 pandemic and the catastrophic floods caused by torrential rains, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core, the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province continue to make great efforts to deepen the reform of state-owned assets and SOEs. Moreover, state-owned assets institutions and SOEs across the province firmly implement the major policies made by the CPC Central Committee and decisions and arrangements made by the CPC Sichuan Provincial Committee to serve the overall situation, reform with keen determination, overcome difficulties and try all means to improve quality and efficiency. Remarkable achievements have been made in coordinating epidemic prevention and control in business development. Over the past year, state-owned assets institutions and SOEs have given full play to their roles as the backbone in containing the COVID-19 pandemic, spared no effort to stabilize production, operation and the market, made solid progress in innovation-driven development to promote major sci-tech innovations, and continued to deepen reform to promote the breakthroughs in key areas and links. Based on those efforts, Sichuan has successfully completed its main objectives and tasks of the reform and development in state-owned assets and SOEs and welcomed a perfect conclusion of the 13th Five-Year Plan. Both Sichuan-based central enterprises and local state-owned enterprises have played a significant role in promoting the province's social and economic development.

　　Peng Qinghua pointed out that it is necessary to develop an accurate understanding of the right position in the reform and development of state-owned assets and SOEs of Sichuan. The CPC Central Committee attaches great importance to the reform and development of state-owned assets and SOEs. General Secretary Xi Jinping has made important instructions on many occasions, providing fundamental guidelines for Sichuan to promote the reform and development of state-owned assets and SOEs. Moreover, strategic arrangements for better and stronger state-owned assets and SOEs have been made at the 5th plenary session of the 19th CPC Central Committee to call for giving full play to the strategic supporting role of the state-owned economy.We must earnestly study and comprehend General Secretary Xi Jinping's and the CPC Central Committee's major decisions for the reform and development of state-owned assets and SOEs, dig into the reform and development trend of state-owned assets and SOEs in the new development stage, the high-quality development strategy of state-owned assets and SOEs specified in the new development concept, and the new mission and tasks of state-owned assets and SOEs in establishing a new development pattern. Through identifying their roles in the new stage, new concept and new pattern of development, and making great efforts in the high-quality development, state-owned assets and SOEs will grow into the main driving force for regional development and city construction, the main support for building a modern industrial system, the leader in boosting innovation-driven development, and the vanguard of building a pacesetter of opening up in inland China, thus better catalyzing the overall modernization of Sichuan.

　　Peng Qinghua stressed that it is necessary to further exploit the backbone role of our province's state-owned economy in integrating into the new development pattern. We should always attach importance to the development of state-owned economy in scale and quality, highlight main responsibilities and operations, promote reorganization and integration, optimize investment orientations, and accelerate the layout optimization and structural adjustment of the state-owned economy. We should adhere to the strategic focus of boosting domestic demand, actively participate in the two three-year actions of plugging the gap in key areas like infrastructure and new infrastructure construction, adapt to and lead the trend of consumption upgrading to increase the effective supply of high-quality and high-value-added products, and fully exploit the role of state-owned capital as the foundation and pioneer in investment and consumption. We should boost the domestic and international dual circulation, deepen cooperation between central and local enterprises as well as between Sichuan and Chongqing state-owned enterprises, strengthen in-depth cooperation with international business partners, and encourage more Sichuan equipment, technologies, and services to "go global" through major events, thereby continuously improving the level of opening-up and cooperation. Taking independent innovation as the core driving force of enterprise development, we will continue to increase R&D investment, strengthen scientific and technological cooperation with universities, scientific research institutes and private enterprises in the province, overcome the obstacles in developing key technologies, deepen the construction of national and provincial demonstration bases for mass entrepreneurship and innovation, and accelerate the optimization and upgrading of the industrial chain and supply chain.

　　Peng Qinghua said that we must resolutely deepen reforms to create an "upgraded version" of state-owned assets and SOEs with improved quality and efficiency. We should deepen the implementation of the three-year action plan for reform of SOEs, and pay close attention to key tasks with force and tenacity as a hammer drives a nail, ensuring that the reform goals and tasks are accomplished with high quality. We should adhere to the strategy of "one policy for one enterprise", adopt the appropriate form of sole proprietorship, equity holding, and equity participation according to specific situation, and prudently advance the reform of mixed ownership. Through enhanced internal management, market upgrades, and system reforms, we should improve market-oriented operating mechanisms, and enhance the ability and level to adapt to the market economy. In accordance with the functional requirements of focusing on capital management, we should improve the supervision system of state-owned assets, vigorously promote the transformation of concepts, priorities, methods, and orientations of supervision, make supervision more systematic, targeted, and effective, prevent the loss of state-owned assets, and improve the operating efficiency of state-owned capital.

　　Peng Qinghua emphasized that we must persist in leading the reform and development of state-owned assets and SOEs with high-quality Party building. We should further improve the system and mechanism for upholding the Party's overall leadership, identify the powers, responsibilities and working methods of the Party committee (leading Party group) in decision-making, implementation, and supervision, resolutely eliminate the formalism in Party building and production and operation of SOEs, and further transform institutional advantages into governance efficiency. We should strengthen full and strict governance over the Party, continuously erase the formalities performed for formalities' sake, bureaucratism, hedonism, and extravagance, especially formalism and bureaucratism, strengthen supervision of departments and positions with concentrated power, capital, resources, and assets, and focus on eliminating overseas corruption, benefit transfer, rent-setting and rent-seeking, and misappropriation of public property by illegal means, as well as promoting reform through cases, so as to create a good atmosphere of probity and honesty. We should vigorously implement the strategy of invigorating the enterprise with talent, adhere to the principle of Party supervision of cadres, select and allocate excellent leaders to SOEs, and strengthen the "introduction, cultivation, selection, and recruitment" of young cadres. The leaders of SOEs must enhance their political awareness, improve their professional skills, maintain the entrepreneurial spirit, establish a good image as entrepreneurs in the new era, and progressively promote reform and development.
