On September 24, Sichuan Provincial Emergency Response Headquarters for COVID-19 Outbreak held its 33rd meeting to thoroughly implement the spirit of General Secretary Xi Jinping's important speech at the National Commendation Conference for Combating the COVID-19 Epidemic, fully implement the work requirements of the State Council's joint prevention and control mechanism, listen to relevant work reports, and rearrange the epidemic prevention and control work in autumn and winter and during the National Day and Mid-Autumn Festival holiday. Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province, and Head of Sichuan Provincial Emergency Response Headquarters for COVID-19 Outbreak, attended and addressed the meeting.

　　The meeting stressed that all cities and departments of the province should resolutely unify their ideology and actions according to the spirit of General Secretary Xi Jinping's important speeches, vigorously carrying forward the great anti-epidemic spirit, earnestly conducting regular epidemic prevention and control, and carefully implement epidemic prevention and control in autumn and winter to resolutely seize a "double victory" in epidemic prevention and control, and economic and social development. First, it is necessary to implement prevention and control measures, and comprehensively enhance the ability of epidemic prevention and control thoroughly and meticulously. We should expand the monitoring scope of sentinel points, strengthen monitoring and detection, improve the information reporting process, and further enhance the ability of early warning. We should strengthen prevention and control of focus groups and target places, and guide the masses to enhance their awareness of prevention and keep a good hygiene habit. We should strengthen the capacity building of nucleic acid testing. Once a collective outbreak is detected, the whole local population shall be tested within 5 to 7 days. We should pay close attention to the construction of treatment ability and system, scientifically allocate medical personnel, and strengthen professional guidance to primary medical institutions. We should coordinate the prevention of COVID-19 epidemic and respiratory diseases like influenza, and strengthen the management of heat outpatients. Second, it is necessary to strengthen organizational support and weave a dense epidemic control network. We will improve the command system for prevention and control of the epidemic, further implement the "four-party accountability" (territory, department, unit and individual), unblock information channels, and make clear the chain of command. We will give full play to the role of professional institutions to further strengthen the construction of professional teams and personnel training. We will mobilize all parties to actively prevent and control the epidemic, strengthen grid management, and detect, manage and serve possible sources of infection. We will optimize and improve emergency plans, strengthen drills, and actively carry out production, storage, allocation, transportation of medical materials and other work. We will strengthen publicity and guidance, timely release authoritative information, actively respond to social concerns, and crack down on spreading rumors. Third, it is necessary to strictly implement prevention and control during the National Day and Mid-Autumn Festival holiday, and particularly prevent the risk of collective epidemic outbreak. We will strictly implement targeted and humanized prevention and control measures for tourist attractions, cultural and entertainment venues, schools and education and training institutions, urge farmers' markets and others to implement monitoring, prevention and control measures for cold chain links, make careful preparations in advance, and respond to emergency promptly and quickly. Fourth, it is necessary to strictly carry out "six stabilizes" work and fully implement "six guarantees" tasks. We should go all out to fill leaks and fulfill on schedule the task of building a well-off society in an all-round way and completely overcoming poverty. We should adhere to bottom-line thinking, tighten the string of safety production at all times, strengthen supervision of road traffic, food and drugs, dangerous chemicals and so on, enhance control of densely populated places on holidays, and ensure harmonious and stable overall social situation of the province.
