Sichuan Province Carries Out Food Waste Combating Campaigns

  In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on curbing food waste, practise strict economy and resolutely resist food waste, the provincial party committee and the provincial government of Sichuan have decided to carry out a series of actions to practise strict economy and resist food waste throughout the province. And recently in the name of the general office of the provincial party committee and the general office of the provincial government, Sichuan has issued the Action Plan for Sichuan Province to Practise Strict Economy and Resist Food Waste.

  The Action Plan arranges the work of carrying out the “civilized consumption, economical dining” campaign in the province's government organs, public institutions and related industry systems. It proposes that government organs and public institutions should standardize the management of canteens and implement our province's Management and Service Standards for Staff Canteens of Government Organs to reduce waste of food in the operation of canteens; "Empty Plate Campaign" should be further carried out. Party members and cadres should set good examples by actively practising economies and resolutely eliminating waste. The education sector should widely carry out food saving education activities in schools of all levels and all kinds to enhance the awareness of saving food among teachers and students; the collection of "Refuse Waste on the Tip of the Tongue" painting and video works should be carried out to collect related works from colleges, middle and primary schools and kindergartens respectively and select excellent works through public voting. The medical and health sector should carry out the "Healthy Sichuan" campaign to improve the health literacy of the whole people; carry out nutritious food pairing activities, popularize nutritious and healthy recipes, hold a provincial nutritious food pairing skills competition, and develop new technology, new formulas and new dishes for cooking of "reduced salt, controlled oil and low sugar".
All kinds of enterprises, especially state-owned enterprises, should establish and improve their canteen management standards, refine the institutional measures of practising strict economy, and mobilize the staff to actively participate in "Empty Plate Record" campaign.

  The catering industry should issue a proposal to stop food waste, set up a team of volunteers to stop food waste, and guide the catering industry to shape a new trend of reasonable consumption and economical dining; innovate business models, promote "Empty Plate Campaign", strengthen the economy consciousness education of catering practitioners, and guide customers to order meals scientifically and reasonably; refined services like "Empty Plate" coupons, "half dishes", "small dishes", packing service, staple food and soup self-help service for large-scale meals will be launched; R&D of new economy technology and standards on logistics and distribution, cooking and other aspects will be supported.

  The Action Plan also makes arrangements for carrying out "practising economy and combating waste" publicity and education activities. It proposes to promote publicity and education in organs, schools, hospitals, enterprises, communities, restaurants "World Food Day" activities, to make and display "Empty Plate and Never Waste" public benefit publicity micro-videos to shape a strong atmosphere of practising economy and combating waste in the province.

  The Action Plan proposes to carry out supervision over combat against food waste, studying and formulating a supervision system for food waste combat, setting up supervision posts in the canteens of government organs, public institutions and state-owned enterprises, conducting inspections by a joint supervision group composed of departments concerned, exchanging and promoting experience and practices, and advancing the relevant legislative work in our province.
