Sichuan Version of New Infrastructure Action Plan Published

  People charge their cars without getting out of their housing estate. People scan their face to pass the airport security check. Thousands of enterprises operate business on the cloud... These scenes will soon become reality. A few days ago, the General Office of the People's Government of Sichuan Province officially issued the Action Plan for Sichuan Province to Accelerate the Promotion of New Infrastructure Construction (2020-2022), which specifies 9 major projects and 22 major tasks to be implemented. One of them is to plan for building a new Internet of satellites. Nationwide, this is the first time that satellite Internet has been incorporated into the scope of new infrastructure.

  The 9 projects include the large-scale networking of communication network facilities, the innovation and development of information technology facilities, the intensive sharing of computing infrastructure, the demonstration of smart transportation infrastructure, the networking of smart energy infrastructure, the upgrading of smart hydraulic infrastructure, the upgrading of digital municipal infrastructure, the agglomeration and development of major scientific and technological infrastructure, and the upgrading of industrial and technological innovation facilities.

  On the whole, the 9 projects focus on three aspects: information, integration and innovation, to be specific, advanced and ubiquitous information infrastructure, digital, intelligent and empowering integration infrastructure, and forward-looking innovation infrastructure.

  As revealed by a relevant official of the provincial development and reform commission, the Plan has three highlights: first, it highlights key areas to accelerate deployment; second, it highlights frontier fields for advance deployment; third, it highlights of hierarchical and classified overall promotion.

  The Plan specifies that by the end of 2022, Sichuan Province should have built 120,000 5G base stations, 100,000 data center cabinets in use, 10 million devices connected to the network, more than 20 blockchain technology application demonstration scenarios, more than 3 car-road collaboration demonstration lines, more than 200,000 new energy vehicle charging piles, 30 pieces of major scientific and technological infrastructure, and more than 600 industrial technological innovation facilities. The scale of digital economy will reach 2 trillion yuan, with a proportion of over 40% of regional GDP.

  The Plan makes it clear that we will support eligible projects to apply for special loans for new infrastructure projects and encourage financial institutions to offer preferential interest rates to enterprises undertaking new infrastructure projects. The "Five Thousand & Five Hundred" listing action plan will be implemented, and the to-be-listed enterprises fostering mechanism will be established and perfected.

  It is necessary to strengthen technical research. We will give a premium subsidy of 5% to enterprises in Sichuan eligible to the national "first set" major technical equipment comprehensive risk premium subsidy, and give a premium subsidy of 70% to products of the provincial "first set" catalogue at the rate of not more than 2%.

  Meanwhile, the Plan proposes to explore the construction of Internet of space-based intelligent satellites, and expand the service capabilities of "satellite + smart city", "satellite + security service" and other applications. The "Xinghe" intelligent Internet of satellites construction project will be implemented.

  Compared with traditional Internet, the Internet of satellites belongs to the scope of space and earth co-construction. It relies on the low-orbit satellite constellation project to establish satellite networks in outer space, so as to move the Internet into space. The ground users achieve connectivity through terminal devices. Similar to carry-on WiFi, it can really reach each corner.
