On September 10, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 54th executive meeting of the provincial government to study and implement the spirit of General Secretary Xi Jinping's speeches at important meetings such as the National Commendation Conference for Fighting Against the COVID-19 Epidemic and the spirit of the recent important meetings of the CPC Central Committee and the State Council, and research and deploy key work like old neighborhoods transformation, foreign investment projects management, vocational education reform, and Tianfu Famous Tourism Counties selection.

　　The meeting deliberated and passed the Opinions on the Implementation of Comprehensive Renovation of Old Neighborhoods, which specifies the renovation should be focused on old neighborhoods built before the end of 2000, encourages integrated renovation of adjacent and scattered old neighborhoods, and requires strictly implementing the relevant protection and repair requirements for old neighborhoods involving historical and cultural blocks or historical buildings. The Opinions put forward that we should establish a mechanism for sharing reconstruction funds, rationally assign the contribution responsibility of residents, enhance government support, encourage units to contribute to the transformation, enhance financial services, promote the participation of social forces, and implement taxes reduction and exemption policy, so as to ensure that the transformation work is carried out in an orderly manner.

　　The meeting deliberated and passed the Measures for the Approval and Registration Management of Foreign Investment Projects in Sichuan Province, which specifies the project management mode, approval and registration procedures and specific requirements. According to the Measures, projects with a total investment of USD300 million or more of fields on the negative list shall be approved by the National Development and Reform Commission as required; projects with less than USD300 million shall be approved by the provincial government investment authorities; fields outside the negative list shall be managed in the same way for domestic investment and foreign investment. The registration authority will be further delegated. Projects subject to registration system, except cross-city/cross-prefecture projects or projects that require provincial administrative organs to coordinate external conditions, shall all be registered by the local government. The declaration procedures and declaration materials are further simplified by canceling links such as intermediate declaration and primary review, approval materials like corporate financial statements, financial and credit certificates, and registration materials like corporate registration certificates, and board resolutions for M&A projects.

　　The meeting deliberated and passed the Implementation Plan for the Reform of Vocational Education in Sichuan Province, which puts forward 17 concrete reform measures from six aspects: perfecting the modern vocational education system, promoting the high-quality development of vocational education, improving the quality of technical talent training, deepening industry-education integration and school-enterprise cooperation, building high-level faculties, and improving service capacity and opening level. The Plan proposes to construct a "vertical" vocational education training system through promoting the enrollment reform based on classified examinations, implementing the higher education and higher vocational education connection plan and the local undergraduate colleges and universities transformation and development plan; construct a "horizontal" vocational education development mechanism through building pilot cities of national industry-education integration and highlands of innovative development of vocational education, and implementing an industry-education integration action plan, etc.
