The General Office of Sichuan Provincial People’s Government unveiled a document entitled Opinions on Implementation of Promoting Mass Sports, Sports Consumption and High Quality Development of Sports Industry. To reach these goals, it laid out 31 opinions in such aspects as building the core growth pole of the sports industry, constructing three major sports industrial belts and facilitating coordinated development of the regional sports industry.

　　According to the document, Sichuan is going to optimize its industrial layout, accelerate the improvement of its whole sports industry chain, and stimulate the vitality of market entities. It will also promote transformation and upgrading of the sports manufacturing industry, improve quality and efficiency of the sports service industry, and facilitate integrated development of sports and related industries. It aims to expand the scale of the industry, optimize its structure, make the market more active, diversify sports supplies, and boost sports consumption.

　　The document also called for the development of key cities of the regional sports industry by taking the construction of Chengdu-Chongqing economic circle as an opportunity. Sichuan will give full play to the leading role of Chengdu as the "head wild goose" in a bid to drive the development of the noumenal sports industry throughout the province. Chengdu will be supported in speeding up the construction of a world-famous city of sports events, a pilot city of national sports consumption and a collaborative innovation center for national sports industry development. Meanwhile, relying on the regional abundant resources and strictly controlling the environmental capacity, the province is slated to guide the rational industrial distribution of sports projects related to snow & ice, mountains, water, cars & motors, aviation, etc. In virtue of the eastern mountain system of Hengduan Mountains and the Sichuan section of Daba Mountains, an industrial belt of green ecological mountain sports will be built; relying on the Yangtze River and large lakes, an industrial belt of blue water sports will be erected; by virtue of ice and snow resources, an industrial belt of white ice & snow sports will form. Based on the seven cities of Deyang, Mianyang, Leshan, Meishan, Ziyang, Suining and Ya'an, the construction of a "sports industry development zone around Chengdu" will be promoted. Relying on the four cities of Zigong, Luzhou, Neijiang and Yibin, a "southern Sichuan sports industry development zone" will be developed and constructed. With Guangyuan, Nanchong, Guang'an, Dazhou and Bazhong as the main cities, a "northeastern Sichuan sports industry development zone" will be built. A "Panzhihua-Xichang sports industry development zone" based on Panzhihua and Liangshan Yi Autonomous Prefecture is going to be constructed. Besides, the province also plans to build a "northwestern Sichuan ecological sports industry development zone" relying on Aba Tibetan and Qiang Autonomous Prefecture and Ganzi Tibetan Autonomous Prefecture.

　　Sichuan is slated to assist a batch of smart manufacturing based sports industrial parks in becoming demonstrative and leading sports goods manufacturing bases and in speeding up the improvement of weak links in the sports manufacturing industry. The introduction of outstanding international sports events is supported as well. Meanwhile, for local events, the province plans to build self-owned brands such as "All Over Sichuan", with Run All Over Sichuan Series as leading events. The province is in favor of various national fitness events, including Sichuan Enterprises Sports Games, Alumni Sports Games of Famous Universities in China and Sports Games for Migrant Workers from Sichuan, so as to accelerate the development of the sports performance industry. It will vigorously develop such service modes as fitness and leisure, contest performances, venue services, sports brokerage and sports training, and it is going to innovate its business models and extend industrial chains. In addition, Sichuan Tianfu International Sports Expo will be staged with a view to improving the quality of the provincial sports service industry. Sichuan is striving for a total scale of the provincial sports industry of over 180 billion yuan by 2022 and one trillion yuan by 2035.
