On July 6, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 51st Executive Meeting of People's Government of Sichuan Province. He led the attendees to study and implement the important instructions of General Secretary Xi Jinping and other central leaders, the spirits proposed at the 14th meeting of the central committee for deepening overall reform, the spirits of the recent executive meetings of the State Council, and the spirits of the symposium on stabilizing foreign trade. Meanwhile, the plans to promote high-quality development of the manufacturing sector, reform and improve the management system for major epidemic prevention and control and emergency response, improve the business environment, build cross-industry cooperation in information communication infrastructure, and ensure funding for natural disaster emergency response and relief were also discussed and made at the meeting.

　　The meeting deliberated and approved the guidance opinions on the establishment of cross-industry information communication infrastructure cooperation in Sichuan Province, calling for strengthening the top-level design and systematic planning, coordinating the business needs of relevant industries for information communication infrastructure, promoting two-way open sharing of public infrastructure resources and information communication infrastructure resources, further integrating the Internet, big data and artificial intelligence with the real economy, and speeding up efforts to build a strong network, digital Sichuan and a smart society, so as to promote local economy to develop with high quality. The opinions proposed at the meeting point out that Sichuan should adhere to the principles of reform, innovation, opening-up and cooperation, shared benefits and security standards, coordinate construction plans and schemes in a reasonable and orderly manner, make use of shared benefits to drive joint construction and then promote shared benefits in turn, push for the unified maintenance and management of jointly-built and shared facilities, as well as ensure the safe and stable operation of information communication infrastructure.

　　The meeting approved to establish the provincial natural disaster emergency relief funds guarantee mechanism, reasonably divide the financial powers and expenditure responsibilities between the provinces and cities (prefectures) and counties (county-level cities and districts) for natural disaster emergency and relief, guide provincial governments at all levels to ramp up emergency funding input, strengthen overall planning and coordination of all types of disaster relief funds, standardize the scope of expenditures, step up performance management, strictly enforce economic disciplines, ensure the rapid response, standardized management, efficient operation and effective guarantee of emergency funds, concentrate financial resources to address the prominent problems and weak links in the emergency and disaster relief guarantee for natural disasters, as well as ensure the safety of people's lives and property to the greatest extent.

　　The meeting deliberated and adopted provincial measures for the implementation of unified work-related injury insurance fund in Sichuan Province. In accordance with five requirements including the unified insurance scope and insured objects, the unified payment base and rate policy, the unified identification of work-related injuries and labor capacity evaluation, the unified standards and adjustment methods of the treatment planning and distribution, the unified handling process and information system, Sichuan will implement the unified adjustment of work-related injury insurance fund at the provincial level from September 1, 2020, striving to realize unified collection and expenditure by 2024, and ensure the payment rate, the treatment planning and distribution, as well as the fund management will be gradually unified.
