Sichuan Launches Pilot Integrated County-level Reform under Chengdu-Chongqing Economic Circle Construction

  The Deepening Reforms Commission of the CPC Sichuan Provincial Committee recently deliberated and approved the Pilot Integrated County-level Reform Program under Chengdu-Chongqing Economic Circle Construction. On July 3, according to sources from the reform office of the provincial party committee, nine counties and districts in Sichuan, including Hejiang County, Nanbu County, Linshui County, Kaijiang County, Emeishan City, Longchang City, Youxian District in Mianyang City, Chuanshan District in Suining City and Cuiping District in Yibin City were selected into the first batch of pilot list.

  The pilot integrated county-level reform is an important carrier to advance the reform of Chengdu-Chongqing economic circle. Focusing on the construction and reform tasks set out at the sixth meeting of the Central Committee for Financial and Economic Affairs, Sichuan will coordinate the implementation of reform measures for high-quality county economic development, rural revitalization and the deployment of a new type of urbanization, and explore systems and mechanisms for infrastructure connectivity, development of modern industries, coordinated and innovation-driven development, optimization of the layout of land, joint protection and governance of the ecological environment, joint contribution and sharing of public services, integrated urban and rural development, and community-level governance. Sichuan will also integrate and coordinate reform measures in all areas through systematic thinking to amplify the concerted effects, promote high-quality development and efficient governance at the county level, as well as to establish a county-level development system and mechanism featuring more effective market mechanism, more dynamic micro players and better governance system.

  Why the above nine regions were selected as the pilot areas is mainly because they are situated in the representative areas in Chengdu-Chongqing economic circle, such as the adjacent areas between Sichuan and Chongqing, Wanzhou-Dazhou-Kaizhou Demonstration Zone of Sichuan-Chongqing Coordinated Development and the main axis for Chengdu-Chongqing development. These regions also boast certain economy, population and area base, as well as prominent features and comparative advantages, a head of the reform office said. At the same time, they have a good foundation for reform in innovating the system and mechanism of regional coordinated development, adjusting and reforming the administrative divisions of towns and townships and the administrative system of villages, balancing urban and rural development and pushing for a new type of urbanization. In addition, they will play a supporting role in building regional hub cities.

  According to the plan, each pilot county and district will define a leading reform task as a priority, with relevant supporting reform measures, to ensure there is emphasis in integration and synergy in important tasks, so as to explore paths, accumulate experience and set an example in promoting counties to deeply integrate into the construction of Chengdu-Chongqing economic circle. The implementation of the pilot project will be in the charge of the party committee and government of the pilot counties and cities. They should make overall plans, organize and implement them, evaluate and accept the achievements, summarize and promote experience, and carry out list management and insist on project-based approach. Efforts should be stepped up to establish a mechanism for advancing integrated pilot reforms, and incorporate pilot tasks into major reform pilot programs and special investigations and inspections for key reforms. In principle, the pilot program will be completed by 2025.

  Sichuan will ramp up the policy support for the pilot counties, cities and districts. With regard to provincial economic and social plans and quota distribution, any arrangement going down to the city (prefecture) and meeting the conditions of separate arrangement should be piloted in counties, cities and districts. Reform matters within the scope of provincial-level authorities can be launched in pilot counties and cities; when the provincial government schemes reform pilot programs, it should give priority to the pilot areas. The municipal (prefecture-level) and provincial departments concerned shall develop more flexible and effective policies and measures for the pilot projects.
