On July 27, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 52nd executive meeting of the provincial government to study and implement the spirits of General Secretary Xi Jinping's important speeches at the entrepreneurs' forum, and make arrangements to protect and stimulate the vitality of market players, foster new consumption, develop cross-border e-commerce, develop county economies, and advance poverty alleviation.

　　The meeting emphasized that General Secretary Xi Jinping's important speeches at the entrepreneurs' forum provided a fundamental basis for completing the current work of ensuring stability in employment, financial operations, foreign trade, foreign investment, domestic investment, and expectations, and ensuring security in job, basic living needs, operations of market entities, food and energy security, stable industrial and supply chains, and the normal functioning of primary-level governments, and speeding up the construction of a new development pattern with domestic circulation as the main body and domestic and international cycles promoting each other. Local departments throughout the province should learn and understand the spirits, implement the series of policies and measures of the central and provincial governments to offer assistance to enterprises, carry out the campaign–"Year of Improving Services for Small and Medium-sized Enterprises", implement the action to help enterprises, as well as rolling out precise measures to mitigate their difficulties in operation, financing and employment, so as to help struggling ones survive, recover and develop. Efforts should be stepped up to deepen reforms to delegate power, streamline administration and optimize government services, and launch special campaigns to improve the business environment in accordance with national assessment indicators, thus providing better government services for various enterprises.

　　The meeting deliberated and adopted the Three-year Action Plan for Cultivating and Developing New Consumption in Sichuan Province (2020-2022). Seven major actions are proposed to boost cultural and tourism consumption, speed up information consumption, improve the quality of health consumption, take new measures to boost night consumption, lead fashion consumption, upgrade traditional consumption, and optimize the consumption environment. It also proposes to foster new consumption forms, new consumption models and new consumption directions, strive to overcome the impact of the COVID-19 outbreak, promote the quality and capacity of consumption in the province, better meet the people's growing needs for a better life, and constantly ratchet up the driving force of consumption for economic growth.

　　The meeting deliberated and approved the Implementation Plan of China (Luzhou) Cross-border E-commerce Comprehensive Pilot Zone. It proposes to make full use of innovation platforms such as South Sichuan Lingang Area, Luzhou Comprehensive Free Trade Zone and Luzhou National E-commerce Demonstration Base in China (Sichuan) Pilot Free Trade Zone, and build three platforms, namely, online comprehensive service platform, offline industrial park platform and comprehensive international logistics platform. Eight systems, namely, main player cultivation system, information sharing system, financial service system, credit evaluation system, statistical monitoring system, risk prevention and control system, assistance service system and talent construction system, will be established. New ways to improve management model, business model and support model will be adopted. Moreover, the province will move faster to build a complete industrial chain and ecosystem for cross-border e-commerce, so as to drive high-quality development of foreign trade.

　　At the meeting, a special report on poverty alleviation was made. The following requirements were made to focus on weak links and key areas, continue to press ahead poverty alleviation, check and fill gaps, and strengthen the guarantee of essential factors. Meanwhile, efforts should be made to overcome the impact of the epidemic and natural disasters during the flood season, focus on the implementation of key tasks, ensure the completion of targets and tasks on schedule and with good quality, so as to achieve the goal of building a moderately prosperous society in all respects.
