On July 22, the General Office of the People's Government of Sichuan Province and the General Office of the Chongqing Municipal People's Government signed the Cooperation Agreement on Collaborative Promotion of the Reforms to Delegate Power, Streamline Administration, and Optimize Government Services in the Chengdu-Chongqing Economic Circle. The two sides will work together to push forward the reforms to delegate power, streamline administration and optimize government services in Chengdu-Chongqing economic circle, continuously promote government affairs services that facilitate enterprises and people, and create a first-class business environment.

　　According to the agreement, the two sides will cooperate in the establishment of a long-term working mechanism, standardization of government affairs services, data sharing, physical remote handling, online handling of all affairs on one platform, and cross-regional collaborative supervision.

　　For the establishment of a long-term working mechanism, the two sides will establish a joint meeting system in which the heads of the general offices of both governments serve as conveners, the Sichuan Provincial Promotion and Coordination Office and the Chongqing Municipal Government Function Transformation Office serve as organizers, and the relevant departments co-participate, and special personnel will be designated for daily liaison, coordination and promotion.

　　For the standardization of government affairs services, the two sides will promote the unification of acceptance criteria, application materials, handling procedures and other elements for the same event, so as to gradually make the same event indiscriminately accepted and handled according to the same standards and make the administrative approval results consistently recognized in Chengdu-Chongqing economic circle.

　　In the aspect of data sharing, the two sides will establish a mechanism for sharing government information resources in Chengdu-Chongqing economic circle, strengthen the construction of a platform for exchanging and sharing government data between the two cities, and gradually promote mutual recognition and mutual trust of high-frequency electronic certificates, so as to facilitate the interconnection of regional data resources.

　　As for physical remote handling, the two sides will focus on the needs of masses and enterprises, sort out the high-frequency government service items that can be handled across provinces and cities, and realize offline "acceptance by either city and handling by either city" through remote consultation and cooperation.

　　To promote online handling of all affairs on one platform, the two sides will promote the integration of Sichuan-Chongqing Online Government Service Platform, "Tian Fu Tong Ban", "Yu Kuai Ban" and other related mobile clients to achieve online "authentication by one place and handling on one platform".

　　To strengthen cross-regional cooperative supervision, the two sides will explore a cross-regional cooperative supervision mechanism, enhance the collection and sharing of credit information of industry associations and chambers of commerce, credit service institutions, financial institutions and big data enterprises, for example, and establish a joint credit rewards and punishment mechanism.
