On July 23, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of People's Government of Sichuan Province and Convenor of the Joint Conference, presided over a joint conference of the Chengdu Plain Economic Zone to implement the spirits of the sixth meeting of the CPC Central Financial and Economic Committee, the seventh plenary session of the 11th CPC Sichuan Provincial Committee, and the first meeting of the provincial leading group for promoting the construction of Chengdu-Chongqing economic circle and promoting regional coordinated development of Chengdu and Chongqing. At the meeting, the construction progress of Chengdu Plain Economic Zone was reported, documents such as the Formulation Plan for the 14th Five-Year Plan on the Development of the Chengdu Plain Economic Zone were reviewed, and the next priorities were arranged.

　　The meeting pointed out that in recent years, through the joint efforts of eight cities and relevant departments at the provincial level, the Chengdu Plain Economic Zone has seen its comprehensive strength significantly improved, playing an important role in supporting and driving the economic and social development of the province. So far, the Chengdu Plain Economic Zone has entered a new stage of development, and has obtained a new role and a new position in the overall development layout of the province. It is now a "main force" of Sichuan's integration into the domestic and international dual cycle, a "main battlefield" for promoting the construction of Chengdu-Chongqing economic circle, and also a "powerful engine" leading high-quality development of the whole province. We should accurately grasp new situations, new opportunities and new missions and pay attention to problems and shortcomings in development. By constructing Chengdu-Chongqing economic circle as the driver and implementing "one trunk with multiple branches" development strategy, we should strengthen the guidance effect of the "trunk" and "branches" coordination and interconnection. Besides, we should deepen interaction and cooperation with other regions in the province and other provinces, work hard to promote the high-quality economic development of the zone, and strive to play a greater role in the development of the whole province and even the whole country. It is necessary to locate the strategic objectives of "one pole, two centers and two cities" in the construction of Chengdu-Chongqing economic circle to strengthen the core and trunk functions of Chengdu. We should accelerate the coordinated development of Chengdu, Deyang, Meishan and Ziyang, promote the interconnected development between the Chengdu Plain Economic Zone and Chongqing, strengthen infrastructure interconnection, co-construction and sharing of public services and joint prevention and control of ecological environment and advance the cluster development of key industry chains, so as to further enhance the driving force and competitiveness of the Chengdu Plain Economic Zone and the overall development level of Chengdu Plain Economic Zone. All cities should step up their sense of mission, reach an ideological consensus and make joint efforts to more vigorously make substantive breakthroughs in various aspects; the relevant departments of the province should ramp up guidance services, and the joint conference office should carry out key supervision and inspection to ensure the implementation of the decisions made by the CPC Central Committee and the provincial party committee; we should deepen reform and expand opening-up, exploring key projects coordination and promotion, cooperative investment promotion, costs and benefits sharing, resource elements integration and allocation and other mechanisms and solving land, fund, talent and other problems, with an aim to drive the integrated development of Chengdu Plain Economic Zone.

　　At the meeting, the Sichuan Provincial Development and Reform Commission as well as Chengdu, Deyang, Mianyang, Suining, Leshan, Ya'an, Meishan and Ziyang respectively reported on the implementation of the "one trunk with multiple branches" development strategy to promote the integrated development of the Chengdu Plain Economic Zone.
