Updated:2020.07.20

On July 16, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over a symposium on Sichuan's economic situation with experts and entrepreneurs, to assess the economic situation in the first half of 2020 and hear from their opinions and suggestions on targeted measures to improve the socio-economic development throughout the province under the regular COVID-19 containment.

Several experts from Decision-making Advisory Committee of the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province (Decision-making Advisory Committee for short), including Wang Hailin, Qi Xianwang, Guo Xiaoming, Yang Jirui and Wang Qing, together with some heads from such enterprises as Sichuan Yibin Wuliangye Group Co., Ltd., BOE Technology Group Co., Ltd., Tencent Technology (Chengdu) Co., Ltd., HitGen Inc., Sichuan Tea Group, Sichuan Logistics Industry Company, Sichuan Injet Electric Co., Ltd., and Lantern Group, made successive speeches on suggestions on supporting the development of real economy, continuously improving the business environment, encouraging businesses to make digital transformation, and strengthening the cultivation of industrial ecology. All of them said that a package of national and provincial policies and measures to accelerate economic recovery and development under the regular COVID-19 containment showed positive effects. The implementation of strategies such as the construction of the Chengdu-Chongqing Economic Circle helped to expand new space for the development of Sichuan and bring new opportunities for the development of enterprises. Therefore, they showed confidence in consolidating the economic upturn while overcoming the impact of the epidemic.

Yin Li expressed that the epidemic was under effective control and the resumption of production and living order was speeded up in Sichuan under the strong leadership of the CPC Central Committee and the CPC Sichuan Provincial Committee despite the unprecedented impact on the economic and social development caused by COVID-19. Consequently, the economy showed a trend of "gradual and steady recovery" across the province in the first half of this year. However, given the complex and severe macro-economic environment at home and abroad, Sichuan faced many new situations, problems and challenges in terms of economic operation, resulting in a shaky foundation for the steady upturn. Therefore, he made the following hopes and requirements. The whole province should get well prepared both mentally and physically in response to changes in the external environment for a long time, develop confidence, and seize every opportunity during the special period, so as to consolidate and expand the economic recovery and pick-up, thus trying every means to fulfill the targets and tasks throughout the year. As Sichuan ushers in a great historical opportunity for the construction of Chengdu-Chongqing Economic Circle, all the experts are expected to give full play to their advantages and offer advice and suggestions, thus accelerating breakthroughs of national strategies in key areas and making overall achievements. Enterprises are expected to take an active part in the construction to seek common development and share the development results. All departments throughout the province should give top priority to employment, focus on industrial development, and enhance the stability and competitiveness of industry chain and supply chain, so as to make every endeavor to stabilize economic fundamentals; implement national and provincial policies and measures in a solid and meticulous manner, and make efforts more targeted and effective, so as to do everything possible to help enterprises in difficulty survive, recover and develop; pay close attention to the planning and construction of a number of engineering platforms for major projects to improve weak links and lay a foundation for the long-term development, so as to enhance the development capacity of the province; continue to deepen reforms in streamlining administration and delegating power, improving regulation, and upgrading services, improve the business environment, and provide better services for various market players, so as to fully stimulate their vitality and creativity. The Decision-making Advisory Committee and its expert members should focus on major strategic deployment concerned with the development of Sichuan, take the initiative to conduct investigations and researches, and put forward more practical and effective countermeasures and proposals, so as to improve the decision-making consultation. CPC Sichuan Provincial Committee and People's Government of Sichuan Province will value and play the role of expert think tanks as always, and strengthen the construction of new think tanks, so as to strive to provide better conditions and guarantees.

This symposium was attended by Luo Wen, a member of the Standing Committee of the CPC Sichuan Provincial Committee and Vice Governor of the People's Government of Sichuan Province, Chen Guangzhi, Director of the Decision-making Advisory Committee, and officials in charge from relevant Sichuan provincial departments.
