Governor Yin Li Presides over Leading Group Meeting on Western Development

  On June 30, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the leading group meeting of Sichuan Province to implement the Western Development Strategy. At the meeting, Yin stressed the need to fully implement the central government's strategic plan for developing the western region in the new era to form a new strategic pattern, firmly seize new development opportunities, implement the new development philosophy, focus on key areas, improve and strengthen weak links, unswervingly promote comprehensive protection, greater openness, and high-quality development, and strive to take the lead in the overall development and opening-up of the western region.

  The meeting pointed out that the central government's strategic decision to promote the development of the western region to form a new pattern in the new era is an important decision and deployment to promote coordinated development between regions, unblock international and domestic economic cycles, consolidate national ecological security, and achieve ethnic unity and stability in the western region, which have pointed out the direction for driving economic and social development in the western region. Local departments across the province should thoroughly implement the guidelines of the central government on forming a new pattern in developing the western region in the new era, and combine this strategy with the formulation and implementation of the 14th Five-year Plan, and make it keep in alignment with a series of national major strategies such as the construction of Chengdu-Chongqing economic circle. In accordance with the arrangement of the provincial party committee and government, local governments should make solid and effective progress in key work fields and achieved new outcomes. First, they should resolutely win the three critical battles against financial risks, poverty, and pollution, complete all poverty alleviation targets as scheduled, win the "Eight Battles" against pollution, and prevent and defuse risks and challenges of all kinds. Second, they should improve weak links in infrastructure, new urbanization and new infrastructure, ensure the construction of high-speed rail projects such as Chengdu-Nanchong-Dazhou-Wanzhou high-speed rail, Chengdu-Zigong-Yibin high-speed rail and the middle line of Chengdu-Chongqing high-speed rail, speed up the construction of Chengdu Tianfu International Airport, push for the development of 5G, artificial intelligence (AI), big data, cloud computing and other new infrastructure, improve the functions of hub cities at the national and regional levels, as well as accelerate the development of urban agglomerations and of large and medium-sized cities. Third, they should accelerate the establishment of a modern industrial system, stabilize, strengthen and continue to optimize industrial and supply chains, expedite the development of high-quality manufacturing, step up efforts to develop high-standard farmland and agricultural mechanization, improve Sichuan's agricultural brand, and vigorously develop online education, telemedicine and other new forms of business spawned by the outbreak. Fourth, they should foster new leading areas for reform and opening up, put policies and measures aiming at reducing taxes and fees in place, deepen reforms to delegate power, streamline administration and optimize government services, create a first-class business environment, build a high-level platform and carrier for opening up, and develop an open economy at a high level. Fifth, they should resolutely build up ecological barriers in the upper reaches of the Yangtze River and the Yellow River, step up environmental protection and restoration, vigorously develop a green and low-carbon economy, and speed up the transformation of the development model and the way of life into a more green one.

  The meeting stressed that it is a great responsibility for Sichuan to be involved in the development of the western region in the new era, and it is necessary to further strengthen organization and leadership, consolidate work guarantee, improve policy innovation, and promote the formation of overall synergy. The provincial leading group office should strengthen overall planning, coordination, supervision and guidance, provincial-level departments concerned should perform their respective functions and fulfill their respective responsibilities, and cities (autonomous prefectures) should take their local actual conditions into account and take the initiative to ensure that all work is carried out in a down-to-earth way. At the same time, Sichuan should further strengthen cooperation with its sister provinces in the west to jointly promote the implementation of major trans-regional projects.

  Luo Wen, member of the Standing Committee of the CPC Sichuan Provincial Committee and Vice Governor of Sichuan Province, attended the meeting. The provincial development and reform commission, the provincial department of ecology and environment, the provincial department of commerce, the provincial department of economy and information technology reported the progress of relevant work. Heads of relevant provincial departments were also present.
