Sichuan: Stabilizing Employment, Minimizing Lay-off

  How can Sichuan maintain stable labor relations in the face of COVID-19? On March 8, the Department of Human Resources and Social Security of Sichuan Province, Sichuan Provincial Leading Group for Diversified Dispute Resolution, Sichuan Provincial Department of Justice and Sichuan Provincial Federation of Trade Unions jointly held press conference. At the meeting, the implementation of Sichuan's "Spring Action" to stabilize labor relations was briefed, and it was revealed that efforts will be made in five aspects to further improve the long-term mechanism of enterprise employees' independent consultation, deepen the grass-roots governance of labor relations, timely and properly resolve new situations and new problems in the field of labor relations in Sichuan, deepen the grass-roots governance of labor relations contradictions and disputes, consolidate the achievements of enterprises' resumption of work and production, and help to promote epidemic prevention and control and economic and social development as a whole.

  From March to June this year, the Department of Human Resources and Social Security of Sichuan Province, Sichuan Provincial Leading Group for Diversified Dispute Resolution, Sichuan Provincial Department of Justice and Sichuan Provincial Federation of Trade Unions jointly held the "Spring Action" to stabilize labor relations, aiming to carry out dynamic tracking of labor relations in catering and hotel, transportation, cultural tourism, construction and other industries that have been greatly affected by COVID-19, so as to further understand the resumption of production, return of employees and labor employment situation of enterprises, help enterprises and employees solve difficulties and problems in labor relations, safeguard the legitimate rights and interests of workers, and ensure the stability of market entities.

  In the next step, Sichuan will also strengthen service guidance for workers and enterprises, help enterprises solve major difficult problems in labor employment, guide enterprises to care for employees, and guide employees to care for enterprises, so as to jointly promote harmonious and stable labor relations.

  Sichuan will give full play to the role of labor relations as a "stabilizer" in stabilizing employment and ensuring employment, improve the mechanism for stabilizing employment, implement various policies for aiding enterprises to stabilize employment, and guide enterprises and employees to strengthen consultation and coordination on wages, working hours, rest and vacations, and strive to minimize lay-off. Sichuan will improve the flexible employment guarantee mechanism, strengthen contact and coordination with such departments as employment, social security, and human resources market, and actively do a good job in guiding the cultivation of new employment forms such as flexible employment.

  Sichuan will continue to promote the innovation and capacity building of the grassroots governance system of labor relations, and encourage enterprises and employees to use consultation methods to solve problems, promoting the transformation of labor dispute resolution from professional management to social prevention and control, from legal refereeing to independent negotiation, and from departmental responsibility to multi-party coordination and resolution, in an effort to resolve conflicts and disputes at the grass-roots level and in the bud.

  Sichuan encourages and supports employees to carry out collective negotiation, and will continue to carry out province-wide collective negotiation and collective offer in 2020, so as to facilitate enterprises to fulfill their social responsibilities and guide employees to express their interests rationally and legally.

  Sichuan will roll out the joint action of cultivating "harmonious peer" enterprises, and organize the member units of the Tripartite Meeting of Provincial Coordination of Labor to carry out the guidance in different districts, so as to help enterprises establish the concept of harmony and win-win, boost the management level of labor and employment, improve the democratic consultation mechanism, and create a number of influential and key models of enterprises featuring harmonious labor relations.
