Yin Li Presides over Symposium to Stabilize Foreign Trade and Foreign Investment

  On July 8, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over a symposium on keeping Sichuan's foreign trade and foreign investment stable. Stressing the importance to study and implement General Secretary Xi Jinping's important instructions and the deployments and requirements made at the national symposium on stabilizing foreign trade, Yin called on the attendees to make positive response to the challenges in the wake of COVID-19, concert efforts to ensure stability on six fronts and maintain security in six areas, and consolidate their confidence in Sichuan's development. Yin called for more effective measures to stabilize foreign trade, improve the quality of foreign trade, and promote growth in both the quantity and quality of foreign investment, so as to provide strong support for the high-quality development of Sichuan' economy.

  Some attendees, including Zhang Yaohua, General Manager of Dell (Chengdu) Co., Ltd., Li Wei, General Manager of Sichuan Changhong Electric Co., Ltd., Chen Shijin, Director of Hyundai Truck & Bus(China)Co., Ltd., He Mingshou, President of Sichuan DOOV Intelligent Cloud Valley Co., Ltd., Chen Xing, Foreign Trade Sales Director of Tianpu Chemicals Company Limited, and Liu Jiadong, Chairman of Sichuan Foreign Trade Group Co., Ltd., delivered speeches respectively, believing the measures that governments at all levels had taken to relive the impact of COVID-19 are proactive and effective. However, Sichuan is still facing the problems of blocked supply chains, reduced orders and risen operating costs. In light of those problems, they put forward some suggestions, such as accelerating the construction of electronic information industry and automobile industry supply chain ecosystem in Sichuan and Chongqing, stepping up efforts to cut taxes and administrative fees and provide financial support for enterprises, and actively building platforms to help enterprises expand markets. After listening to their speeches, Yin Li encouraged them to firm confidence, join hands to tide over, seek improvement while keeping the situation stable, and give play to their initiative and creativity to exploit markets and accelerate upgrading and transformation, so as to make greater contributions to ensuring employment, ensuring people's wellbeing, and maintaining economic stability.

  Yin urged relevant departments at all levels across the province to thoroughly analyze the new situations of foreign trade and foreign investment facing Sichuan, adhere to problem-oriented thinking, make every attempt to tackle obstructions threatening capital chain, supply chain and industry chain, ensure the market, share, order and investment, and keep the fundamentals of foreign trade and foreign investment stable. Calling for measures to ensure both opening-up channels and domestic production capacity, Yin said that the focus is to strengthen corporate competence, and efforts should be stepped up to tackle difficulties facing market players, build trade promotion platforms such as comprehensive bonded zones, and develop new forms and models of foreign trade such as cross-border e-commerce and online trading. Modern technologies should be applied, and new forms should be adopted to explore new markets, so as to ensure a positive growth in foreign trade this year and strive to promote foreign trade to a higher level, Yin added. Calling for actions to stabilize the existing foreign investment and attract more foreign investment, Yin urged departments concerned to actively align with major national strategies, further relax restrictions on market access, and make the best of the "window phase" of global supply chain layout adjustment. Departments concerned should drive specialization with marketization, intensify efforts and innovate methods to attract investment, introduce a number of major foreign-invested projects aimed at enhancing, complementing and extending the supply chain, and address the problems in project implementation, so as to make Sichuan into the first choice for investment in central and western China, Yin noted. Continuous efforts should be made to further reform and innovation, improve the business environment, and integrate management into services, Yin stated. Higher-quality production and living services should be provided for foreign trade and foreign-funded enterprises to unblock the logistics channels, reduce their costs and attract talent, the overall situation should be considered as a whole, interdepartmental communication and cooperation should be strengthened, and strengths should be pooled to stabilize foreign investment, so as to achieve higher-level opening-up, Yin concluded.

  Luo Wen, member of the Standing Committee of the CPC Sichuan Provincial Committee and Vice Governor of People's Government of Sichuan Province, and Li Yunze, Vice Governor of People's Government of Sichuan Province, attended the symposium. Representatives of Sichuan Provincial Department of Commerce, Sichuan Provincial Bureau of Economic Corporation, Chengdu Customs District, Chengdu City and Mianyang City made reports on the progresses of relevant work. Heads of relevant provincial departments and relevant cities attended the symposium.
