Sichuan Completes Relocation Program to Promote Poverty Alleviation

  In accordance with the central government's requirements, the construction of supporting facilities, housing and safe drinking water for the program of relocating poor residents to places with better living conditions should be completed in the first half of this year. Sichuan has completed the task-- On June 29, according to the Work Relief Office of Sichuan that up to now, the relocation program to promote poverty alleviation under the 13th Five-Year Plan (2016-2020) in Sichuan has been completed. More than 1.36 million impoverished people (379,000 filed poverty-stricken households) has moved into new houses, making the relocation scale rank the second in China. In term of housing construction and safe drinking water, Sichuan also did a good job.

  He Xingyou and his family, a filed poverty-stricken household in Qingshui Village, Wuquan Town, Wangcang County, Guangyuan City, was among those relocated. Before, the earthen wall of one of his 70-year-old houses had collapsed. In October 2016, He Xingyou and his family moved into a local centralized settlement through the relocation program for impoverished residents. The new house has a space of 75 square meters, and he paid less than RMB 10,000 out his own pocket.

  From Qinling-Daba Mountains to the Wumeng Mountains, from Liangshan Mountains to the Western Sichuan Plateau, during the 13th Five-Year Plan period, the relocation program involved 146 counties/autonomous regions/cities in Sichuan. A total of 1.1582 million people in the four major areas were relocated, and outside these areas 202,300 were relocated. The head of the Work Relief Office said that in advancing the relocation program, Sichuan strictly followed the policy red line that "the per capita housing construction area shall not exceed 25 square meters" and "the self-financing of each household shall not exceed RMB 10,000 in principle", which not only ensured the function of the program but also prevented people from falling into poverty due to debt caused by the program.

  The program aimed not only to help people relocate but also help them realize stable life. In advancing the relocation, Sichuan also ratcheted up the follow-up support. So far, of the 1.36 million relocated people in the province, more than 1.08 million have been lifted out of poverty through industry and employment, more than 160,000 through social security, nearly 50,000 through asset income, and the rest through other means.

  Regarding another important work to ensure safe housing--rural dilapidated housing rehabilitation, Sichuan also made great achievements. Since the beginning of the 13th Five-Year Plan, a total of 540,000 dilapidated houses of filed impoverished households have been renovated, including the new residence in the Tibetan region and the Xinzhai Community for the Yi nationality. The provincial, municipal and county-level governments organized training for a total of 40,000 people to train them to be rural construction workers, effectively ensuring the construction quality in innovating dilapidated rural houses.

  On June 29, Jili Richu, a filed impoverished villager in Ripai Village, Tuojue Town, Butuo County, Liangshan Prefecture, turned on his tap water and the tap water gushed down. He used to carry water from miles away. But now, the tap water has reached every household, making carrying water a thing of the past.

  According to Sichuan Provincial Water Resources Department, since the beginning of the 13th Five-Year Plan, the province has invested RMB 30.7 billion of central and provincial funds in 88 poverty-stricken counties, and built 2.16 million rural drinking water projects, realizing the full coverage of safe drinking water in rural areas. So far, all the filed impoverished households in Sichuan have accessed to safe drinking water.
