Governor Yin Li Presides over Teleconference to Promote Resettlement of Ex-fishermen along Yangtze River

  On June 28, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over a teleconference to promote the resettlement of fishermen dropping fishing in key waters along the Yangtze River, to study and implement the important instructions of General Secretary Xi Jinping and the work to ensure the resettlement of ex-fishermen in key areas of the Yangtze River basin. It was emphasized that local governments must firmly keep their thinking and actions in alignment with the central government's decisions and arrangements, effectively press ahead the fishing moratorium in the main stream and major tributaries of the Yangtze River in Sichuan Province, and step up efforts to guarantee the reemployment and resettlement of ex-fishermen and ensure that the ban on fishing in the Yangtze River basin is effectively enforced.

  Governor Yin stressed that implementing a comprehensive fishing moratorium in the Yangtze River basin is an important decision made by the central government for the sake of the overall situation and for the sake of future generations, as well as a major plan of the central government to strengthen ecological civilization development and drive the development of the Yangtze River Economic Belt. In recent years, the provincial party committee and government have made positive progress in implementing the decisions and arrangements of the CPC Central Committee and the State Council concerning the fishing moratorium in the Yangtze River basin. However, there are also some problems, such as unbalanced progress in banning fishing and weak ability in law enforcement and supervision, leading to persistent illegal fishing. These problems must be taken seriously and solved effectively. As Sichuan is located in the upper reaches of the Yangtze River, local departments concerned should improve their political standing, strengthen their upstream awareness, strengthen their upstream responsibilities, and adhere to the problem-oriented, goal-oriented and result-oriented approach, so as to make solid progress in protecting the Yangtze River and banning fishing in the basin, resolutely eliminate and combat illegal fishing, and earnestly shoulder the responsibility of building an ecological barrier along the upper reaches of the river. In accordance with the requirements proposed at the national teleconference held earlier, it is necessary for Sichuan to highlight key tasks and key links, and further fully and accurately survey the basic information such as the number of fishermen and households dropping fishing and the number of fishing boats. Relevant departments should also ensure that the certificates of ex-fishermen are cancelled, that former fishing facilities are assessed and recycled, and that compensation is made in accordance with the law and regulations, so as to ensure that all key work is pushed forward in a powerful and orderly manner according to the time limit. Local governments should conscientiously implement the people-centered development philosophy, actively put all policies and measures in place to guarantee the resettlement of ex-fishermen, roll out targeted measures to help fishermen realize reemployment or start their own businesses, ensure that ex-fishermen have a way out, as well as ratchet up assistance for poor fishermen who are unable to work or find new jobs to ensure their basic livelihood. Local governments should strengthen supervision over fishing law enforcement, establish and improve the mechanism for joint defense cooperation in law enforcement, and constantly enhance their capacity for law enforcement and supervision. They should take solid steps to crack down on illegal fishing in key waters along the Yangtze River, and completely cut off the black industry chain of illegal fishing, transportation and sales of wild fish on the Yangtze River, thus providing a strong guarantee for green and high-quality development of the Yangtze Economic Belt.

  Governor Yin required that local governments at municipal and county level involved in the task of banning fishing should strengthen their organization and leadership. They should designate someone to hold accountable for the tasks, assign the tasks to governments at township and village level, put every specific policy in place, and intensify efforts to tackle major problems and achieve practical work results. Efforts should be made to ramp up publicity and guidance. Local governments should be patient and meticulous in persuading the fishermen, to better build consensus and form synergy, and ensure overall social harmony and stability.
