Recently, Sichuan's nine departments, including Sichuan Provincial Department of Commerce, Sichuan Provincial Economic and Information Department and Sichuan Provincial Finance Department, jointly issued the Opinions on Accelerating the Construction of Foreign Trade Transformation and Upgrading Bases in Sichuan Province (2020-2025). According to the Opinions, by 2025, Sichuan will build 40 provincial-level foreign trade transformation and upgrading bases, strive to build them into state-level bases, and form a number of base industry clusters. Meanwhile, the growth rate of imports and exports in foreign trade bases should perform better than national average and Sichuan's overall level, making the bases an important support for the prudent development of the Sichuan's foreign trade.

　　The Opinions stated that Sichuan will further promote the construction of foreign trade bases, strive to form a number of opening-up platforms, gather innovation elements, improve product innovation capability, enhance production management and product quality, and accelerate the cultivation of international brands.

　　In accordance with the Opinions, cities and counties should, focusing on the "5+1" modern industrial system, “10+3” modern agricultural industrial system and "4+6" modern service industry system, foster a number of provincial-level foreign trade bases, give play to the pioneering and driving role of enterprises within the bases, and further promote the agglomeration of industries, technologies and talent, so to improve the industrial chains.

　　Sichuan will consolidate the foundation of its export-oriented industries. For that to happen, Sichuan will increase the input-output intensity of foreign trade bases, undertake international industrial transfer and industrial transfer from coastal areas, encourages efforts to introduce foreign trade-based production enterprises, and attract transnational corporations and Fortune Global 500 enterprises that allocate resources globally.

　　Sichuan will build an international marketing network. For this purpose, Sichuan will launch the project to expand markets in key countries by encouraging enterprises in the bases to participate in key exhibitions together at home and abroad; Sichuan will launch the project to build an international marketing network by encouraging and supporting eligible enterprises in the bases to invest overseas; Sichuan will launch the project to promote its brands internationally by supporting the bases to establish brand promotion centers and carry out brand marketing globally.

　　Sichuan will allocate high-quality development resources. In order to achieve that goal, Sichuan will encourage the foreign trade bases to build technological base platforms and service support centers, support enterprises in the bases to set up overseas R&D centers, and encourage transnational corporations and overseas research institutions to set up relevant R&D institutions in the bases.

　　Sichuan will promote trade facilitation. To this end, Sichuan will speed up the establishment of single windows for international trade, and promote information sharing, mutual recognition of regulatory regimes as well as mutual assistance in enforcement among the foreign trade bases; Sichuan will encourage enterprises in the bases to shorten the overall clearance time of import and export cargoes through advance declaration, integrated customs clearance and port operation.
