On June 17, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, chaired the meeting of Sichuan provincial leading group for the construction of China (Mianyang) Science and Technology City. At the meeting, he urged to learn and implement the guiding principles from key speeches made by General Secretary Xi Jinping on technological innovation, listened to related progress reports, and made clear priorities for accelerating the construction of China (Mianyang) Science and Technology City. Deng Xiaogang, Deputy Secretary of the CPC Sichuan Provincial Committee, attended the meeting.

　　As said at the meeting, this year marks the 20th anniversary of the construction of China (Mianyang) Science and Technology City which is not only a key historical mission but a major political task assigned by the Central Committee of the CPC on Sichuan. With the great attention from the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province and the proactive efforts from Mianyang City and allied provincial authorities, the construction of China (Mianyang) Science and Technology City has made constant progress in all aspects. Faced with complicated situations both at home and abroad, Mianyang government and allied provincial departments must learn and implement thoroughly the guiding principles from key speeches made by General Secretary Xi Jinping on technological innovation, view the construction of China (Mianyang) Science and Technology City with a more responsible, target-oriented, problem-oriented and result-oriented approach, and deepen reform, advance innovation-driven development and unleash innovation potential and vitality of China (Mianyang) Science and Technology City, so as to drive high-quality economic growth of Mianyang City and Sichuan Province whilst dealing with a multitude of challenges such as epidemic prevention and control; seize the major historical opportunities presented by the construction of Chengdu-Chongqing economic circle and western science city, pinpoint the role, positioning and strengths of China (Mianyang) Science and Technology City through more scientific examination and judgment and follow through upon the support policies and measures introduced by the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province, so as to speed up construction progress and better serve the development needs of Sichuan and the country at large; advance innovation in basic science and key technology fields, commercialize more technological achievements, give priority to product innovation and form industry clusters and ecosystems, so as to give a constant boost to the core competitiveness of China (Mianyang) Science and Technology City; deepen reforms on technological mechanism, encourage institutions and universities to reform property system for technological achievements and income distribution system for achievement commercialization, support the mixed ownership reform in state-owned enterprises, and constantly advance the pilot mixed ownership reform for scientific and technological achievements that are made by individuals holding positions, so as to attract innovation factors to gather in China (Mianyang) Science and Technology City at a faster pace; advance reforms of streamlining administration, delegating power, strengthening regulation and improving service in science and technology, speed up building a national innovation and entrepreneurship demonstration park and a national upgraded innovation and entrepreneurship demonstration park and strengthen technological innovation promotion, so as to bring a constant improvement to the innovation ecosystem of China (Mianyang) Science and Technology City; complete the talent incentive mechanism, introduce and foster a batch of top-notch technology experts and talented innovation and entrepreneurship persons, and encourage social capital to participate in innovation and entrepreneurship through venture capital, technology-based environmental protection, intellectual property pledge loan and others, so as to provide talent and factor guarantee for China (Mianyang) Science and Technology City; and make good use of various platforms such as China (Mianyang) Science and Technology City International High-Tech Expo, hold exhibitions and expos innovatively, and continuously enhance the influence of China (Mianyang) Science and Technology City.

　　Moreover, the meeting also emphasized the following points. First, Sichuan provincial leading group for the construction of China (Mianyang) Science and Technology City must strengthen coordination, formulate targeted and differentiated policies and measures, and carry out work in all aspects down to every detail. Second, the office of Sichuan provincial leading group for the construction of China (Mianyang) Science and Technology City must optimize work implementation mechanism and enhance guidance and oversight. Third, allied provincial authorities must strengthen work guidance and coordination, assign work based on functions, and encourage initiative. In the meanwhile, Mianyang City where China (Mianyang) Science and Technology City is located must undertake its responsibilities, align itself with provincial and national departments proactively, stimulate the enthusiasm, initiative and creativity of all parties, and ensure that every construction task can be forcefully, orderly and effectively carried out and completed.
