Sichuan to Put in Place 30 Items on People's Wellbeing This Year

  Recently, the General Office of the CPC Sichuan Provincial Committee and the General Office of People's Government of Sichuan Province issued the Implementation Plan for 30 Items on People's Wellbeing in Sichuan Province in 2020, specifying that a total of RMB 74.764 billion will be budgeted from fiscal programs at all levels for putting in place 30 items on people's wellbeing.

  Aimed at bringing actual benefits to people's work and life, these 30 items cover a wide range of fields such as education, health care, social security, employment, housing, safety, culture and sports. For each item, the plan has made clear specific annual tasks, units in charge and level-based fund allocation, so as to coordinate implementation work at all levels and enhance people's sense of gain.

  Poverty alleviation is the very core of the 30 items. This year, the province will offer free physical examination to all the 330,000 filed poverty-stricken people, continue to pay the individual portion of costs for basic medical insurance for poverty-stricken people, and pay the individual portion of costs for basic old-age insurance for more than 1.8 million rural and urban residents in need including people living in poverty, relying on basic living allowances and living in extreme poverty. In the meanwhile, it will renew commitment to the people-centered governance philosophy and further raise the living allowance standards for 730,000 financially-challenged disabled people.

  On vocational skill training, Sichuan will budget RMB 600 million for 650,000 attendances in various subsidized vocational skill trainings for rural and urban workers, and employ with payoffs 10,000 village-level irrigation work supervisors and 80,000 ecological forest (grass) rangers from filed poverty-stricken households.

  On education, Sichuan will put it high on agenda and make a concentrated effort on implementing nine related items. In non-ethnic autonomous regions, the province will reduce or exempt expenses on preschool education for 420,000 children; provide living allowances for 1.1 million boarders and 500,000 non-boarders of compulsory education age from poverty-stricken families; provide meal subsidies to 3.3 million students of compulsory education age; and waiver tuition fees for 700,000 secondary vocational students. In ethnic autonomous regions, the province will continue to promote equal access to public education and implement 15-year free education; provide over 280,000 students of compulsory education age living in high-altitude areas with access to central heating; select 1,200 teachers to Sichuan's Tibetan regions for voluntary teaching; and support preschool education in both native language and mandarin.

  On housing, Sichuan will build new houses for 578 eligible Tibetan families in Tibetan regions; relocate 2,500 peasant households threatened by geological hazards to safe places; reconstruct 104,800 units of houses in urban rundown areas.

  To follow through upon the 30 items on people's wellbeing, the CPC Sichuan Provincial Committee and the People's Government of Sichuan Province require departments at all levels to adhere to people-centered development philosophy, give priority to people's wellbeing, optimize financial expenditure structures, ensure investment in people's wellbeing and deliver satisfactory results in every aspect. At the same time, efforts must be made to establish and complete a spot check system on project progress and fund allocation data quality, strengthen oversight over the use and source of funds for improving people's wellbeing and hold whoever abuses the funds accountable according to law and regulations.
