Recently, Sichuan issued the New Materials Industry Work Priorities 2020, clearly stating that it will still strive to achieve a 10% increase in operating income this year.

　　The new materials industry is one of the 16 key areas for Sichuan to build a "5 + 1" modern industrial system. The work priorities include 23 specific tasks from 6 aspects including major project investment, innovation capacity building and industrial cluster cultivation, and a list of 238 key projects has been sorted out.

　　Sichuan is to accelerate investment in major projects. Sichuan will focus on promoting the construction of 57 major projects including Hengli Group Intelligent New Materials Industrial Park and Ya'an CNBM in annual production of 300 megawatts of cadmium telluride thin film power glass, accelerate the construction of 181 projects under construction including Sichuan Xinminya 15 billion watt-hour automotive power battery and Xuanhan Pufa micro glass fiber industrial park project, and complete and put into operation 105 projects including phase II of JinkoSolar in annual output of 5GW monocrystalline silicon rod and Kingfa Science & Technology carbon fiber and its composite production line. In addition, investment attraction for supporting industrial chain will be carried out for key cultivation industries of our province, such as high-end equipment, electronic information and new energy, and a number of major new material projects will be introduced and reserved.

　　Sichuan will promote the establishment of provincial innovation centers such as high-temperature alloy, vanadium-titanium, and rare earth for basalt fiber and "two machine projects" and create a batch of high-level innovation platforms centering on the characteristic and advantageous materials industry. Sichuan will further strengthen breakthroughs in key core technologies in key areas such as new energy materials, high-end electronic materials, high-performance fibers and composites, advanced metal materials and bio-based materials.

　　Sichuan will accelerate the cultivation of five 50-billion-level industrial chains, including advanced inorganic nonmetallic materials, advanced nonferrous metal materials, polysilicon and photovoltaic, lithium materials, and high-performance functional polymer materials; 30-billion-level industrial chains for advanced electronic materials; and two 10-billion-level industrial chains, including rare earth and new display materials.

　　Sichuan will align with the national ministries and commissions as well as Chongqing, strengthen the connection of Sichuan and Chongqing's new materials industry, explore the establishment of a regional coordinated development mechanism for new materials industry, and cultivate a number of new materials industry clusters that support the coordinated development of the industrial chain in Chengdu-Chongqing economic circle.
