On February 16, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province and head of the emergency response headquarters, presided over the Thirteenth Meeting to Respond to COVID-19 Outbreak. The meeting discussed several issues, such as the study and implementation of the spirit of the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, the implementation of deployments made by the meeting of the CPC Sichuan Provincial Committee's leading group on COVID-19 prevention and control and the meeting of Sichuan Province on the dispatching in response to COVID-19 outbreak, and the arrangements on the handling of declaration of health for migrant workers and the orderly resumption and reproduction of enterprises.

　　Yin Li pointed out that the epidemic prevention and control has reached the most critical stage, and departments at all levels throughout Sichuan Province should fully implement the spirit of General Secretary Xi Jinping's important speeches, resolve to win the battle against COVID-19, consolidate confidence and determination, prevent both external import and internal spread, strengthen areas of weakness and make up deficiencies, We should also step up short board and plug loopholes, refine, improve and implement the differentiated prevention and control strategies in different regions and at different levels, strengthen the targeted prevention and control work in all aspects in a scientific and reasonable way, get rid of carelessness, fluke mind and lax mood, and constantly tighten the network of epidemic prevention and control, so as to lay a solid foundation for the restoration of Sichuan's economic and social order. Departments concerned should made further efforts to strengthen the internal management of hospitals, so as to prevent cross infection.

　　Yin Li stressed that departments at all levels throughout Sichuan Province should carefully provide health declaration services for migrant workers, which could first enable healthy migrant workers flow within Sichuan, help them return to work safely and smoothly, and ensure the solid implementation of positive policies. Measures should be taken to enhance publicity to let migrant workers know the handling methods, service points and using methods of health declaration, and at the same time, do a good job in the publicity and interpretation of the health declaration, so as to guide migrant workers to fill in the health declaration actively and accurately. Measures should be taken to strengthen the organization and implementation, as each city (autonomous prefecture), county (county-level city, district) government is the subject of responsibility, each county government should establish a special working team to strengthen the docking between different regions, achieve information sharing and mutual recognition of results, and continue to do a good job in health service management. Measures should be taken to carry out the handling work of health declaration in the counties without case reports in accordance with the requirements of differentiated prevention and control in different regions and at different levels, and towns (streets) under the jurisdiction of each county should also carry out the handling work in the order of no infection cases, no confirmed but suspected cases and confirmed cases but no second-generation cases. Priority should be given to migrant workers who have posts, technical ability and serve the construction of major projects at the provincial level. Measures should be taken to reasonably arrange the handling time and the number of people, maintain the order of the handling sites, ensure the protection work, and avoid cross infection resulted from people gathering. Measures should be taken to further strengthen the docking with recipient regions of migrant workers such as Guangdong and Zhejiang, and work together to ensure the safe and orderly return of migrant workers to work in other provinces.

　　The meeting stressed the need to actively implement all supporting measures, actively promote the orderly resumption and reproduction of enterprises, guarantee the supply of protective materials such as masks with every effort, ensure the full implementation of protective measures in resumed enterprises, and resolutely prevent mass outbreak of the epidemic or work safety accidents cause by inadequate work. Measures should be taken to seize the farming season, and promote the production of agriculture, forestry, fishery and sideline products such as grain and oil, hogs, fruits and vegetables as well as farmers' income increase in a down-to-earth manner, so as to strive for the achievement of Sichuan's goal for economic and social development in 2020.
