On February 18, the General Office of the People's Government of Sichuan Province issued the Notice of Sichuan Province on Promoting Classified and Orderly Resumption of Key Projects, stipulating that while carrying out COVID-19 prevention and control in a scientific manner, departments concerned should promote zonal and classified resumption of key projects in the whole province vigorously and orderly, so as to promote the smooth performance of Sichuan's economy.

　　The Notice pointed out that counties (county-level cities, districts) without existing cases should comprehensively promote the resumption of key projects. For key projects concerning the national economy and people's livelihood, such as epidemic prevention and control, energy supply, transportation and logistics, urban and rural operation, and people's living security in other regions, the resumption should be promoted in a timely manner on the premise of efficient epidemic prevention and control. Airport, railway, highway and other infrastructure, especially provincial key projects, should be resumed as soon as possible. All cities (autonomous prefectures) and counties (county-level cities, districts) should waste no time making deployments on the resumption and commencement of key projects, and key projects undertaken by central enterprises in Sichuan and SOEs affiliated to Sichuan Province, cities (autonomous prefectures), counties (county-level cities, districts) should be resumed first.

　　On fulfilling the main responsibility for epidemic prevention and control, the Notice demanded project owners and construction units do a good job in the organization and guarantee of epidemic prevention and control, formulate the prevention and control scheme and emergency plan for the resumption of projects, prevent the risk caused by people gathering, and ensure the health and safety of project staff. In addition, all localities should strengthen overall planning and give priority to ensuring necessary protective equipment for owners of key projects.

　　During the epidemic prevention and control period, the cost of project owners and construction units incurred by epidemic prevention and control can be calculated as the project cost according to the actual situation and added in full. For projects listed as Sichuan's key projects in 2020 and will be resumed or started before March 10, 2020, special subsidies of RMB 500,000 for epidemic prevention and control will be allocated from the capital construction funds within the provincial budget after being approved by the development and reform department of the project location.

　　On the travel security of people returning to work, transportation departments at all levels can give appropriate subsidies to those who ensure the safe travel of people returning to work through "point-to-point, one-stop" transportation methods such as special trains and chartered buses.

　　The Notice stressed that all localities should carry out epidemic prevention in accordance with the law, immediately forbid crude epidemic prevention and control practices such as simple blockade, shall not set up checkpoints without approval to prohibit the passage of vehicles and personnel, and shall not add new approval procedures to hinder the resumption and commencement of key projects.
