Sichuan and Chongqing SeeMore Common Government Affair Platforms

  On October 27, Ziyang signed strategic cooperation agreements with government service departments of Chongqing's Nanchuan, Dazu, and Tongnan, which make it handier for four places to handle common government affairs. It is the latest measure that breaks the "barrier" of differentiated government services in Sichuan and Chongqing.

  Recently, departments at all levels in Sichuan and Chongqing have taken the initiative to plan and actively connect with each other so as to break the regional barriers and administrative barriers citizens may encounter when handling government affairs and to promote the construction of the Chengdu-Chongqing economic circle. More and more government services have broken the "wall" and entered the "circle" to realize the "common government affair handling procedure in Sichuan and Chongqing".

  Direct connection among service agencies, fewerprocedures for citizens to get things done

  Recently, Chen Bing came to Mianyang Municipal Government Affairs Service Center to inquire about provident fund loans. Since Chen previously worked in Chongqing, his provident fund deposit was purchased there. Now he wanted to buy a new house in Mianyang, Sichuan Province, but he did not know how to apply for a provident fund loan. After the consultation, the staff let him go to the window of "Mianyang-Beibei Integrated Service". At this window connected with Beibei District of Chongqing, the staff immediately opened a green channel for Chen Bing, and the loan he applied for was approved the next day. In less than a month, the loan was successfully offered.

  The direct connection of government service agencies allows citizens to go through fewer procedures. On May 22, Mianyang and Beibei signed a government service cooperation agreement to cooperate in 10 areas such as smart government, government reform, transregional services, and information inquiry, realizing cross-regional handling of 43 government affairs. In the hall on the 7th floor of the Mianyang Municipal Government Affairs Service Center, an additional window of "Mianyang-Beibei Integrated Service" has opened since June. Both Mianyang and Beibei have set up windows in the government service halls, through which residents of the two places can consult, apply, obtain licenses and documents, or enjoy cross-regional handling through the postal system.

  Since the start of the construction of the Chengdu-Chongqing economic circle, the connection among government service agencies at all levels in the two provinces has become more frequent.

  On July 10, Sichuan's Luzhou signed strategic cooperation agreements with Chongqing's Rongchang and Jiangjin to promote the integrated development of the Chengdu-Chongqing economic circle, involving the service interconnection of public employment and medical data sharing.

  On August 10, Deyang signed strategic cooperation agreements with Jiangbei and Yubei of Chongqing on cross-city government services, through which the first batch of 34 and 38 affair handling services are made into realityrespectively.

  On September 29, Meishan and Chongqing's Tongnan signed a cooperation agreement to deepen the integrated government services and promote the construction of the Chengdu-Chongqing economic circle, and reached cooperation intent on four aspects, including unified service standard and information sharing.

  "If we reach cooperation agreement on some items, we will launch and announce them as soon as possible." On October 27, the contract was just completed. Zhang Yusheng, director of Ziyang Municipal Services and Big Data Administration, said that Ziyang would work with Chongqing's Nanchuan, Dazu, and Tongnan to comprehensively sort out the cooperation areas that demand high frequency, satisfy a wide range of public requirements, and provide a strong sense of acquisition for all citizens. They would increase cooperation items continuously.

  Optimized docking mechanism Smarter service management

  On September 28, the "short-cut channel" for Luzhou-Chongqing social security card business was officially launched. The first batch of nine social security card service outlets in Luzhou and 66 in Chongqing was set up, providing services for both cities and counties. These provide citizens with services such as information inquiry, activation, report for loss, and cancellation of report for loss of social security cards in the "nearest outlets" in Luzhou and Chongqing. Meanwhile, the hotline 12333 could also provide consulting services.

  Not long ago, Tianfu New Area and Manke Space (Chongqing) Incubator Co., Ltd. signed a cooperation framework agreement on accelerating the establishment of a government service system that "uniforms standards for the same service". Also, through the "Tianfu-Liangjiang Cooperation Demonstration Window" and "Tianfu Manke Cloud Cluster Registered Smart Park Management System", applicants can register and establish their own company in both Tianfu New Area (in the custody residence provided by the Administrative Approval Bureau of Tianfu New Area Management Committee) and Chongqing Liangjiang New Area (in the Manke Space Park).

  The realization of "Sichuan-Chongqing Integrated Office" requires the joint efforts of both offline windows and online platforms to serve the needs of the masses and enterprises in all aspects.

  On September 29, a new version of the Sichuan government service brand "Tian Fu Tong Ban (Integrated Service Platform)" was officially launched, on which an exclusive service area for "Sichuan-Chongqing Integrated Office" was designed to promote cooperation with Chongqing's online service hall "Yukuaiban". At present, 45 service items including the establishment of enterprises and branches, the query and printing of social security information and the report for loss of social security cards, the traffic violation inquiry and penalty, the appointment of marriage registration, the residence migration, and the mutual recognition and loan application of provident fund can be both handled in Sichuan and Chongqing alike.

  "We will further optimize the docking mechanism, make service management smarter, and make things more efficient and convenient for all citizens." Huang Xibei, director of the Government Service Management Office of Tongnan District, Chongqing, said that with the two platforms, we would strive to obtain technical support from provincial departments and explore more online cooperation areas.

  At present, relevant cities (prefectures) in Sichuan that have signed cooperation agreements with various districts in Chongqing have built or are planning to build offline integrated service windows for cross-regional services.

  New technology and new economy are also trying to integrate with the online convenience service market that broke the "wall" and entered the "circle". In Wuhou District of Chengdu, blockchain technology is being integrated with government services. The district will soon cooperate with Sichuan's Mianyang, Hebei's Xiong'an New Area, Chongqing's Yuzhong, and Xi'an's Yanta to build the first integrated government affairs service chain in China. At that time, relevant materials can be shared on the platform. Applicants who have submitted application materials and archive materials in one of these five cities no longer need to submit them again in another city.
