●Puge County, Butuo County, Jinyang County,
Zhaojue County, Xide County, Yuexi County, and Meigu County in Liangshan Yi
Autonomous Prefecture will receive the strict assessment, which is conducted by
a third-party organization.
From October 28 to November 6, Sichuan will
carry out an on-site assessment from four critical aspects on seven
poverty-stricken counties. The remaining seven poverty-stricken counties in
Sichuan will have the "final exam".
The counties receiving the assessment
include Puge County, Butuo County, Jinyang County, Zhaojue County, Xide County,
Yuexi County and Meigu County in Liangshan Yi Autonomous Prefecture. The four
key elements of the assessment are comprehensive poverty incidence rate,
mis-recognition rate for people being lifted out of poverty, mistake rate for
missing some poor people, and public recognition. Among them, those with a
comprehensive poverty incidence rate higher than 3% shall not be recognized as
one that has been lifted out of poverty.
In addition to the four key elements, the
assessment and inspection must also comprehensively take into consideration the
poverty alleviation deployment, implementation of major policies and measures,
sustainability of poverty alleviation, follow-up assistance plans,
consolidation and upgrading work in poor counties. Meanwhile, it's necessary to
check whether "three basic facilities" for each town (standard
central school, quality health center and local service center), "five
infrastructures" for each village (collective income, hard-packed road,
health center, cultural publicity hub, communication network), "six
necessities" for each household (compulsory education, basic health care, housing
safety, safe drinking water, electricity supply, radio and television) can meet
the standards.
Under the united leadership of Sichuan
Provincial Leading Group for Poverty Alleviation, the assessment and inspection
for poverty-stricken counties is organized and carried out by two commissioned
third-party institutions, Jiangxi University of Finance and Economics and
Sichuan Agricultural University.
This year brings the final test for poverty
alleviation. There are 975,000 registered poor people in Liangshan Yi
Autonomous Prefecture, and 178,000 are left to be lifted out of poverty this
year. There are 2,072 poor villages, and 300 have not shaken off poverty so
far.
"Only counties that pass the test can
be declared out of poverty." The relevant person from Sichuan Provincial
Poverty Alleviation and Development Bureau said that Sichuan Provincial Poverty
Alleviation Office would, based on the results of the assessment, seek opinions
from the public on the decision that poverty-stricken counties meet the
withdrawal conditions. If no objections have been raised, the leading group of
Sichuan Provincial Poverty Alleviation Office and People's Government of
Sichuan Province will approve the withdrawal according to specific procedures
and report to the State Council Leading Group of Poverty Alleviation and
Development.
