Yin Li Presides over the 40th Executive Meeting of the People's Government of Sichuan Province

  On January 3, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 40th Executive Meeting of the People's Government of Sichuan Province, conveying and studying spirits of recent relevant meetings of the CPC Central Committee and the State Council, and studying and deploying issues including the implementation of livelihood measures for Sichuan people in 2020, the handling of proposals from members of Sichuan Provincial People's Congress and members of Sichuan Committee of CPPCC, the legislation of the People's Government of Sichuan Province in 2020, the improvement of basic aged-care insurance system for urban and rural residents and the management of government's purchase of provincial-level decision-making and consultation services.

  In 2019, Sichuan had made solid progress in implementing 30 practical issues concerning people's livelihood, effectively solving a number of most pressing, most immediate issues that concern the people the most. The meeting discussed practical issues concerning Sichuan people's livelihood in 2020, calling for the highlight of key areas such as education, medical care and old-age care and special communities such as people in poverty-stricken areas and ethnic minority areas, and the implementation of a number of targeted issues concerning people's livelihood, so as to continuously enhance people's sense of benefit.

  The meeting heard a report on the handling of proposals from members of Sichuan Provincial People's Congress and members of Sichuan Committee of CPPCC in 2019, calling on people concerned to further improve their ideological understanding, firmly take the handling of proposals as an important measure to pool the wisdom of all parties, improve the work of the government and raise the level of scientific and democratic decision-making, fulfill their handling responsibilities, improve the handling method, improve the feedback mechanism, and strengthen follow-up, supervision and inspection, so as to continuously improve the quality and efficiency of proposal handling.

  The meeting reviewed and adopted the Implementation Plan of Sichuan Province for Improving the Basic Aged-Care Insurance System for Urban and Rural Residents, proposing to improve the mechanism for determining basic aged-care insurance benefits for urban and rural residents, establish a mechanism to regularly adjust the basic aged-care pension, and adjust and improve individual contribution grades and contribution subsidy standards.

  The meeting discussed and adopted the Regulations on Government's Purchase of Provincial-level Decision-making and Consultation Services, stipulating the purchasing subjects, undertaking subjects as well as the contents, methods and procedures of purchasing. According to the Regulations, for provincial-level decision-making and consultation services purchased by government, the undertaking subject shall be determined in accordance with the relevant regulations on government purchasing; for provincial-level decision-making and consultation services not purchased by government, the undertaking subject shall be determined through fair competition. The meeting called on purchasing subjects to further strengthen performance management and financial departments to strengthen performance appraisal, so as to ensure the performance objectives can be realized as scheduled.

  In addition, other issues were also discussed at the meeting.

  Before the executive meeting, Huang Zeyong, a researcher from Sichuan Academy of Social Sciences, explained relevant contents on strengthening legal construction and creating a high-quality business environment.
