On the morning of September 5, the 7th China (Mianyang) Science and Technology City International High-Tech Expo, themed on “scientific and technological innovation, deepening reform and openness and cooperation" opened in Mianyang City, southwest China's Sichuan Province. Shao Hong, Vice Chairman of Chinese People's Political Consultative Conference（CPPCC), attended the opening ceremony. Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee and Director of the Standing Committee of Sichuan Provincial People’s Congress, Wang Xi, Deputy Minister of the Ministry of Science and Technology, and Zhou Yanfei, Deputy Chief Designer of China manned space engineering, delivered speeches. Ke Zunping, Chairman of the Sichuan Provincial Committee of the CPPCC, and Deng Xiaogang, Deputy Secretary of the CPC Sichuan Provincial Committee, also attended the opening ceremony.

　　At about 10 am, the opening ceremony of the expo kicked off with a brief but brilliant exhibition and performance of science and technology. Peng Qinghua then delivered a speech. On behalf of the CPC Sichuan Provincial Committee and Sichuan Provincial Government, Peng expressed welcome to the guests at home and abroad to attend the expo, and expressed heartfelt thanks to the friends from all walks of life who have always been concerned and supported the development of Sichuan. Peng said that science and technology are the primary productive forces, and innovation is the primary driving force for development. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at the core has placed innovation and development in the first place in the new concept of development. It has further promoted the strategy of rejuvenating the country through science and education and the strategy of rejuvenating the country through talents. It has made innovation-driven development a national strategy and pushed China, a giant ship, forward to the goal of building a world power in science and technology. General Secretary Xi Jinping is very concerned about and places great expectations on Sichuan's innovation and development. He has made a series of important instructions and requirements, which have designated Sichuan's important position in the national innovation map, and have also pointed out the direction and provided fundamental guidelines for Sichuan to promote innovation and development.

　　Peng Qinghua said that over the years, we have firmly implemented Xi Jinping's new era of socialism with Chinese characteristics and the spirit of Xi Jinping's series of important instructions to Sichuan's work. We have always placed scientific and technological innovation at the core of the overall development, focused on strengthening industrial support, made great efforts to build a high-level innovation platform, actively built a good ecology of innovation and entrepreneurship, and worked hard to find a path of innovation and development with Sichuan characteristics. Today, Sichuan is becoming a nourishing land full of innovation and development opportunities. We are willing to work with all of you to promote the development of military and civilian integration, participate in the construction of high-tech industrial bases featuring military-civilian integration such as nuclear energy and technology applications, aviation and aerospace, as well as make greater progress in the pilot work of coordinated management of low-altitude airspace. We are willing to join hands with you to promote industrial transformation and upgrading, push forward industrial model evolution and product renewal by focusing on digitization, networking and intelligence, and to explore and cultivate more unicorn and gazelle enterprises. We are willing to work with all of you to promote scientific and technological R&D cooperation, build high-level R&D centers and innovation bases, build an innovation system featuring the coordinated efforts of the government, enterprises, universities, research institutions and consumers, and create a comprehensive national science center and a national digital economy innovation and development pilot area. We are willing to work with you to promote innovation in technology and finance, set up high-level financial institutions and venture capital funds in Sichuan, and promote the optimal allocation of various factors. We will, as always, create a high-quality business environment, strive to create diversified application scenarios, protect inventions and creations, provide high-level talent services, and make the tree of innovation flourish.

　　In his speech, Wang Xi congratulated the success of the expo on behalf of the organizations under the of the Inter-Ministerial Coordination Group of the Science and Technology City and organizers of the expo. He said that General Secretary Xi Jinping attached great importance to scientific and technological innovation and made a series of important instructions, which pointed out the direction for us to do a good job in scientific and technological innovation. Mianyang is the cradle of "atomic and hydrogen bombs and man-made satellite". Therefore, it shoulders the glorious mission of exploring paths, accumulating experience and making demonstrations for the nation to implement the innovation-driven development strategy and build an innovative country. Wang said he hopes Mianyang can give full play to its advantages, further integrate innovative resources, gather innovative elements, deepen the exploration of system and mechanism, and improve the clout of Mianyang as a science and technology city. As one of the organizers of the expo, the Ministry of Science and Technology will earnestly perform its duties, fully coordinate efforts of all parties and actively support the sustainable and successful holding of the expo.

　　Mr. Martin Allgaeuer, Consul General of Austrian (guest of honor) Consulate General in Chengdu, Wang Yuzhong, Academician of Chinese Academy of Engineering, Li Ligong, Deputy General Manager of China Electronics Technology Group Corporation, and Sergey Glazyev, Academician of Russian Academy of Sciences and Adviser to the Russian President, delivered speeches.

Before the opening ceremony, Shao Hong, Peng Qinghua, Ke Zunping, Deng Xiaogang and other distinguished guests went to the Science and Technology City Convention and Exhibition Center to visit the High-tech Industry Hall, the International Exchange and Cooperation Hall, the Regional Development Achievement Hall and the Intelligent Technology and Equipment Hall. They exchanged views with exhibitors at home and abroad to learn about the achievements of scientific and technological innovation and their transformation and application.
