313,000 People Get Rid of Poverty in Tibetan Areas of Sichuan within 5 Years

  Recently, the reporter learned from Sichuan Provincial Poverty Alleviation Campaign Office that, in 2014-2018, an accumulated 313,000 people got rid of poverty, and 1,758 poor villages and 16 poor counties got delisted, cutting poverty occurrence rate from 20.1% to 2.6%. Among those, poverty occurrence rate dropped from 14.5% to 0.7% in Aba Prefecture and 23.2% to 3.5% in Ganzi Prefecture.

  "Such results should be attributed to the hard efforts of Sichuan's leading officials." According to the responsible person of Sichuan Provincial Poverty Alleviation Campaign Office, the province has made it clear that the Deputy Secretary of Sichuan Provincial Party Committee should lead the works related to Tibetan areas; 1-2 provincial-level officials should be designated to contact with and offer guidance to each of the 32 poor counties in Tibetan areas; and 1-3 provincial departments should be assigned to offer partner assistance to certain areas.

  Strong policy support. The Regional Development and Poverty Alleviation Campaign Implementation Plan for Tibetan Areas in Sichuan (2011-2015) has made accumulated RMB 590 billion of investments; "Six livelihood projects" has made investments of RMB 30.2 billion; "Four poverty alleviation funds" has offered RMB 1.868 billion to Tibetan areas; education, health, transportation, water conservancy, and other industrial policies have given priority to Tibetan areas in fighting against poverty.

  Shoring up weak links. Focusing on "No worries in two aspects and guarantee for three aspects", Sichuan Province has relocated 16,700 households and 64,000 households for poverty alleviation; 2,177 village kindergartens have been built, and 375,000 students have benefited from 15-year free compulsory education and "9+3" free vocational education; basic medical insurance has covered all poor people, and people only need to pay no more than 5% of total hospitalization medical expenses.

  By the end of this year, the rest 16 poverty-stricken counties in Sichuan Province will all get delisted. The province has pointed out that poor counties in Tibetan areas should highlight their distinctive features in developing industries, and develop yak meat, highland barley, traditional Chinese medicine materials, and other plateau products into high-end ones; counties in Tibetan areas should seize upon golden period of construction and speed up project construction while ensuring quality and safety.
