Sichuan to Launch 2019 Special Inspection on Environmental Protection in September

  On August 15, according to the Leading Group Office taking charge of implementing the feedback of the Central Environmental Protection Inspection Team in Sichuan Province, in order to promote the central and Sichuan provincial environment protection inspections and “look-back” inspections to cement the results achieved and prevent the issues rising again, Sichuan will roll out 2019 special environment protection inspection since September. The preparatory work has been done.

  The special campaign will include inspection of ecological and environmental protection and “look-back” inspections, the rectification of ecological and environmental problems in the Yangtze River Economic Zone, performance of obligatory target in cities and counties (districts), as well as other prominent environmental issues. Taking the inspection of ecological and environmental protection and “look-back” inspections as an example, Sichuan will conduct inspections on the implementation of the central environmental protection and look-back” inspections, the revise of rectification plans on issues reflected in petition, which have been released by local governments, and  the implementation of  rectification plans on 8,924 issues in the feedback of provincial environment protection inspection and provincial “look-back” inspections, as well as the establishment of long-term normal protection mechanism. 


  The inspections will be carried out in 10 cities and prefectures in two batches. And the inspection work in the first batch of five cities and prefectures should be completed before the end of September, and the work in the remaining 5 cities and prefectures before the end of November. The inspection in each city and prefecture will last 10-12 days. The first batch and the second batch of inspection teams will accomplish suggestions by the end of October and December respectively, and then submit the report to the provincial leading group taking charge of implementing the feedback of the Central Environmental Protection Inspection Team. Next year, special inspections will be expanded to other 11 cities and prefectures to cover all in the province. The inspectors will come from Sichuan Provincial Department of Ecology and Environment, the provincial departments concerned and the municipal and prefecture-level departments of ecology and environment. Each inspection team shall, in principle, have no more than 15 officials.

  When advancing the inspection work, the inspectors should adhere to the principle of not issuing written notifications, not reminding the local government, not receiving any report, and not accompanied by local officials, but directly conducting inspections in the local area. In addition, the inspectors should mainly make secret investigations while looking up data collected, conducting on-site inspection, making inquiries, receiving tips, organizing sessions, handing-over serious cases and sharing clues, to ensure continuous improvement of the ecological environment quality of the province, and further strengthen the ecological barrier of the upper reaches of the Yangtze River.
