On August 22, the third Joint Conference on Inter-Provincial Consultation and Cooperation in the Upper Reaches of the Yangtze River was held in Kunming. At the meeting, Sichuan, Yunnan, Guizhou and Chongqing decided on the 2019 cooperation scheme, which will focus on the joint prevention and control of the ecological environment, infrastructure connectivity, joint construction and sharing of public services, and cooperation in tourism promotion.

　　In December 2016, the inter-provincial consultation and cooperation mechanism in the upper reaches of the Yangtze River was established. And Sichuan, Yunnan, Guizhou and Chongqing established inter-provincial consultation and cooperation joint meeting mechanism in the upper reaches of the Yangtze River. The joint meeting is held annually in the four regions since 2017.

　　At the joint meeting this year, four key work plans were drawn up, aiming to drive Sichuan, Yunnan, Guizhou and Chongqing in the upper Yangtze River to work together to address development issues. In joint prevention and control of ecological environment, efforts will be intensified to prevent and control water pollution across regions, and to protect the ecosystem of river basins; in infrastructure connectivity, the four regions will build efficient and convenient railway corridors and improve the provincial (municipal-level) highway network to ensure that no road is not linked to the highway network; in joint construction and sharing of public services, they will improve the integration of public employment and social security services, break the regional household registration restrictions, and build a telemedicine service system among them; in tourism promotion, the four will work together to promote cross-regional tourism routes and products such as "Sichuan, Yunnan, Guizhou and Chongqing Gold Tourism Route".

　　At the meeting, Sichuan, as the rotating chairman of the second joint meeting, introduced the progress of cooperation in 2018. Since last year, the four regions have continued to give priority to ecological protection and pursue green development, and have achieved more cooperation and interaction in the fields such as ecological environment, infrastructure, public services and tourism development, and implemented 17 key tasks.

　　Wang Ning, a member of the Standing Committee of the CPC Sichuan Provincial Committee and Vice Governor, attended the meeting and delivered a speech.
