Sichuan Implements Negative List for the Development of Yangtze River Economic Belt

  On August 19, the executive meeting of the Sichuan Provincial Government examined and adopted relevant implementation rules, implemented negative list control over the development of the Yangtze River economic belt, and clearly listed the types of projects prohibited from investment and construction. The focus of control is on industries with large emissions of pollutants, serious overcapacity and prominent environmental problems.

  Sichuan puts forward a series of control requirements and measures from the aspects of coastline development and river section utilization, regional activities, industrial development, etc.  In accordance with the requirements of control, the prohibition of new construction, reconstruction and expansion in Sichuan has not been included in national port plans such as the National Inland Waterway and Port Layout Plan. As well as the wharf projects which are not included in the provincial port layout planning and port overall planning, such as Sichuan Inland Waterway Development Plan, Luzhou-Yibin-Leshan Port Group Layout Planning and so on. It is prohibited to build, reconstruct or expand the cross-Yangtze River passage projects (including bridges and tunnels) that do not conform to the Layout Plan of Crossing Channels on the Yangtze River.

  At the same time, Sichuan prohibits investment in the construction of tourism, production and operation projects within the core areas of nature reserves, shoreline and river section buffers, Activities such as felling, grazing, hunting, fishing, herb picking, reclamation, grass burning on wasteland, mining, quarrying and sand dredging shall be prohibited in nature reserves.
Sichuan has made it clear that the municipal (prefecture-level) governments are the subjects to assume responsibilities in implementing the negative list, and those who violate the relevant regulations will be called to account in accordance with laws and regulations.
