On the afternoon of July 1, the CPC Sichuan Provincial Committee held a meeting of the Standing Committee to convey the spirit from the investigation and punishment work againstbureaucratism and the practice of formalities for formalities'sake and the lessons from relevant admonishment documents by the Central Committee, the spirit fromthe meetings on promoting the inspection work at municipal and county levels nationwide and the spirit fromthe symposiums on implementing the Regulation on the Selection and Appointment of the Party and Government Leaders, and to study and plan the implementation work in Sichuan Province. Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee, presided over the meeting and delivered a speech.
It was pointed out at the meeting that all departments at all levels across Sichuan Province should earnestly study and understand the spirit of the Central Committee's relevant circulars, take addressing the practice of formalities for formalities' sake and bureaucratism as an important political task, identify the root causes and take effective measures to solve them; enhance the political work of the Party, improve the ability to use the Party's innovative theories to guide practice and promote work, resolutely uphold General Secretary Xi Jinping's core position on the CPC Central Committee and in the Party as a whole, and resolutely uphold the CPC Central Committee's authority and its centralized, unified leadership with a sound understanding and resolute actions, and promote the implementation of decisions and plans of the CPC central and provincial committees; adhere to the vision of making development people-centered, require officials to view their performance for what it is, assume the responsibilities for higher-level governments whilst shouldering the responsibilities for lower-level governments, and effectively address the issues that concern people most directly in everyday life; keep reminding ourselves of our commitment to our original aspiration and have our mission always in mind, make addressing the practice of formalities for formalities'sake and bureaucratism as important contents of our study and education, investigation and study, self-examination, and rectification and implementation work, carry out a self-imposed reform involving sacrifices to address the practice of formalities for formalities' sake and bureaucratism, and make constant efforts to see our conduct improved and the improvement trend last.
It was stressed at the meeting that all departments at all levels across Sichuan Province should earnestly study therequirements of the CPC Central Committee on the inspection work, deeply understand the significance of delivering strong performance in the inspection work at municipal and county levels in the new era, accurately grasp the work orientation of political supervision, focus on the fundamental task of "resolutely upholding General Secretary Xi Jinping's core position on the CPC Central Committee and in the Party as a whole, and resolutely upholding the CPC Central Committee's authority and its centralized, unified leadership", and promote the implementation of the Party's lines, principles, policies, decisions, and plans; take solid steps to see the inspection work at municipal and county levels completed with high quality, supervise and guide the CPC committees at municipal and county levels to improve their inspection plansand carry out the inspection work in a planned and step-by-step way, make grassroots levels the direction and focus of the inspection work and constantly develop new ways and methods to ensure that a blanket inspectioncan be completed during one term of office; stick to a problem-oriented approach in carrying out supervision and rectification work and make solving pressing problems of keen concern to the people the focus of the inspection work; take solid steps to see to it that the political responsibilities of the inspection work are fully fulfilled. Specifically, the leading inspection group and the inspection office of the CPC Sichuan Provincial Committee should strengthen their leadership, the CPC committees at municipal and county levels should fulfill their subject responsibilities, the discipline inspection and supervision authorities and organization departments should regard the rectification as an important task of their daily supervision work, make constant efforts in tracking and supervising the work progress and pay attention to addressing both the symptoms and root causes, in an effort to ensure that substantial progress can be made in the inspection work.
Some requirements were put forward for studying and implementing the Regulation on the Selection and Appointment of the Party and Government Leaders. According to it, a sound understanding of the importance of implementing the Regulation should be developed, the Regulation should be learned as the key contents of the training for the Party schools and cadre colleges at all levels and as the routine contents of the professional training of cadres, and blanket training activities in various forms and at all levels should be carried out so as to learn, publicize and interpret the Regulation; the selection and appointment of cadres should be conducted in strict compliance with the Regulation, the political requirements should be incorporated into the entire process and every aspect of the selection and appointment work and officials who are responsible and industrious and who have done a splendid job should be commended and put in key positions; specific measures to implement the Regulationshould be improved further, supporting systems and relevant documents in Sichuan Province should be formulated promptly, supervision and inspection work on the implementation of the Regulation should be strengthened, and the authority and execution of the Regulation should be enhanced effectively.
