From July 9 to 10, 2019, the delegation of CPC Chongqing Municipal Committee and Municipal Government inspected Sichuan Province. In the afternoon of July 10, theSichuan-Chongqing comprehensive cooperation symposium on promoting economic and social development was held in Chengdu. Chen Miner, Secretary of CPC Chongqing Municipal Committee, attended the symposium and delivered a speech. Peng Qinghua, Secretary of CPC Sichuan Provincial Committee and Director of theStanding Committee ofSichuanProvincialCongress, presided over the symposium and also delivered a speech. Afterwards, Yin Li, Deputy Secretary of CPC Sichuan Provincial Committee and Governor of Sichuan and Tang Liangzhi, Deputy Secretary of CPC Chongqing Municipal Committee and Mayor of Chongqing shared relevant information respectively. Additionally, Zhang Xuan, Director of theStanding Committee ofChongqingMunicipalCongress, Wang Jiong, Chairman of Chongqing Municipal PoliticalConsultativeConference, Ke Zunping, Chairman of Sichuan Provincial PoliticalConsultativeConference and Deng Xiaogang, Deputy Secretary of CPC Sichuan Provincial Committee attended the symposium as well.
In the symposium, on behalf of CPC Chongqing Municipal Committee and Government of Chongqing, Chen Miner appreciated Sichuan for the long-term support and assistance. He pointed out that Sichuan, with the time-honored history, the unique natural resources and the abundant humanistic landscapes, played a crucial role in the new pattern of China Western Development in the new era. Since the 19th National Congress of CPC, with high political and strategic stance, emancipated thoughts, open-minded ideas, pragmatic working performance and solid working styles, by profoundly studying and implementing the important instructions on Sichuan of Xi Jinping, General Secretary of CPC, a great change had happened in Sichuan in the economy, politics and other related fields. It was an exact chance not only to learn experiences from Sichuan, but also to deepen mutual cooperation. He expected topromote the integrated development of Chengdu-Chongqing urban agglomeration and enhance a deeper and more pragmatic Sichuan-Chongqing cooperation by taking the symposium as a starting point for benefiting the two areas with the concept of “One Family”.
Chen Miner emphasized that Xi Jinping required us to promote the integrated development of Chengdu-Chongqing urban agglomeration on his inspection to Chongqing in April this year. With the connection in geography and the integration in interpersonal exchange and culture, it was promising to deepen Sichuan-Chongqing cooperation in the new era and also hopeful to promote the integrated development of Chengdu-Chongqing urban agglomeration. We should greatly focus on the strategic coordination and work together to integrate national strategies, including the “Belt and Road” initiative, “Development of the Yangtze River Economic Belt”, “New Round of China Western Development”, etc. We should deepen the opening-up and development cooperation, building the new land-sea route and writing a new chapter on the integrated development together.We should pay more attentions to coordinated planning, perform well in the 13th Five-year Plan, lay a foundation for the 14th Five-year Plan, strengthen synergy between general and special plans and lead high-quality development. We needed to highlight interconnection and coordination in infrastructure, plan and put forward a group of key projects in transportation, information, water conservancy, energy and power grids and remove bottlenecks to create the foundation for integrated development. We should draw more attentions to coordinated ecological protection in the upper reaches of the Yangtze River, implement the policy “Strengthen Protection and Refrain from Large-scale Development”, perfect mechanism for joint prevention and control of ecological environment, enhance comprehensive treatment of regional ecological environment and stabilize important ecological barrier in the upper reaches of the Yangtze River. We should stress on industrial coordination, adhere to mutual complement, promote transformation and upgrading of traditional industries and development of emerging industries and create a group of advanced industrial clusters with international competitiveness. We should emphasize coordination in public service and public policies, deepen humanistic exchange and cooperation, promote comprehensive synergy in education, medical service, social security and other key fields to better benefit the residents in Sichuan and Chongqing. We needed to set up and perfect long-effect mechanisms for mutual exchange and cooperation, implement cooperation items in detail and make joint efforts to create new growth poles for regional development.
PengQinghua welcomed the delegation of CPC Chongqing Municipal Committee and Municipal Government to Sichuan. He added that the origin of history, culture, geography and economy were same for Sichuan and Chongqing with time-honored history in friendly exchanges. Especially, after the signature of the mutual cooperation agreement last year, the smoother cooperation mechanism, closer interconnection and deeper industrial coordination made a great achievement with much close cooperation in livelihood guarantee, ecological protection, prevention and mitigation and so on. Currently, Sichuan-Chongqing cooperation was on a fast track with increasing development dividend, laying a solid foundation on further deepening pragmatic cooperation.
Peng Qinghua pointed out that Sichuan and Chongqing are both on the junction of “One Belt One Road” initiative and “ Economic Belt of Yangtze River”, which was the important strategic support in China Western Development, playing a crucial strategic role in the national development. Since the 18th National Congress of CPC, Xi Jinping had delivered several speeches on the orientations of Sichuan and Chongqing in the new era from the strategic and overall perspective, entrusting new significant mission and also providing the fundamental guidance for deepening mutual cooperation. By firmly implementing the key instructions of Xi Jinping, we looked forward to working together with Chongqing to constantly broaden cooperation fields, enrich cooperation connotation, perfect cooperation mechanism to better serve the national strategies and make joint efforts to build open economic highland in island for making more contributions to promote the new pattern of China Western Development in the new era.
We hoped to upgrade the integrated development of Chengdu-Chongqing urban agglomeration into a national strategy by making full use of Sichuan-Chongqing cooperation mechanism, speed up the building of land-sea new route in the west of China together, enhance seamless interconnection of infrastructures, overall synergy of logistics clearance and “Interaction and Integration” in open platforms, work together to broaden new space, deeply promote industrial coordination for mutual prosperity, make joint efforts to build the base for modern industries andcreate a group of advanced industrial clusters with international competitiveness together. We should strengthen joint prevention and treatment of ecological environment, stabilize important ecological barrier in the upper reaches of the Yangtze River, join hands to build green economic belt in the upper reaches of the Yangtze River, sing “the Song of the Yangtze River” together in the new era, promote co-construction and sharing in public service and deepen cooperation in disaster prevention and mitigation, education and training, medical services, healthy elderly care and other fields for constantly improving the well-being of Sichuan and Chongqing.
Yin Li and Tang Liangzhi respectively introduced their economic social development and Sichuan-Chongqing cooperation condition, and they signed the Key Plans for Deepening Sichuan-Chongqing Cooperation and Promoting Chengdu-Chongqing Urban Group Integration and Framework Negotiation about Cooperatively Building (Chongqing) Strategic Connectivity Demonstration Project of “International Sea-Land New Trade Channel”. Member of Chongqing Standing Committee and Vice-mayor Wu Cunrong signed Joint Cooperation Alliance Memo with representatives of Luzhou, Suining, Neijiang, Guang’an, Dazhou and Ziyang. The parties concerned of the two provinces also signed 15 Sichuan-Chongqing special cooperation plans and agreements.
During the visit in Sichuan, Chongqing party delegation successively visited Chengdu International Railway Port, Zhanqi Village of Tangchang Street in Pidu District, Central Research Institute of Dongfang Electric Group, Planning Hall of Tianfu New Area, Business & Innovation Centre for China-Europe Cooperation, New Economic Vitality Areas in Chengdu& Innovative and Entrepreneurial Service Platform, and Sino-Ocean Taikoo Li Chengdu Featured Block.
The leaders from Chongqingincluding Wang Fu, Li Jing, Duan Chenggang, Lu Kehua and Xiong Xue and the leaders from Sichuan including Fan Ruiping, Wang Ning, Wang Minhui, Bao Hui, Yang Hongbo, Li Yunze and Li Shucheng attended relevant activities.
