On the afternoon of June 5th, Sichuanheld a review and large-scale investigation work deployment meeting for the implementation of "Two Ample Provision and Three Guarantees", namely making sure the people have enough food and clothing, and have access to compulsory education, medical care and housing security, in Chengdu to convey the instructions of the important speeches of General Secretary Xi Jinping at the symposium on solving the outstanding problems in this initiative, and to study and deploy our implementation measures. Mr. Peng Qinghua, Secretary of the Provincial Party Committee of the CPC and Director of the Standing Committee of the Provincial People's Congress, attended the meeting and delivered a speech. He stressed that the whole province should take this taskas a major move to implement the spirit of the important speeches of General Secretary Xi Jinping, as the basic and leading work done by the province to win the battle for poverty alleviation. He urged us to work together to launch this work in a more profound and detailed way, to figure out further the bottom line, identify problems, and carry out targeted moves, this way we could effectively improve the quality of poverty alleviation, and ensure that the fight against poverty will be accomplished on time.

　　Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province,presided over the meeting and demanded those present to carry out the spirit of the meeting. Mr. Deng Xiaogang, Vice Secretary of Sichuan Provincial Committee of the CPC, attended the meeting.

　　In his speech, Mr. Peng QinghuaPointed Out That the Provincial Party Committee and the Provincial Government decided to carry out review and investigation work of the "Two Ample Provisions and Three Guarantees" in the whole province. As a concrete action required by the general secretary Xi Jinping, it stands for the real needs for promoting the rectification of poverty alleviation areas, fully embodies the urgent demands to fight poverty alleviation in the final stage, and represents an important task in carrying out the theme education of "remaining true to our founding mission".All departments in the province should study and implement the spirit of General Secretary Xi Jinping's important speeches, grasp the important judgments of the central government on the current situation of poverty alleviation and the important requirements for solving the outstanding problems of "two ample provisions and three guarantees" and do a good job in work deployment for poverty alleviation for this year and the year to come. He called for good results with a high degree of political responsibility to promote the implementation of requirements of the central and provincial party committees, and to further build a solid foundation for winning the poverty fight.

　　Mr. Peng Qinghua emphasized the necessity to carry out a review investigation in a stringentmanner to ensure that tangible results are being achieved. In real work, we should effectively exercise organization and leadership to depute main responsible comrades of party committees and governments at all levels to do research, deployment, and promotion work in person, assign responsible comrades to take charge of specific matters, and make sure the poverty alleviation and development departments give full play to their functions and other departments (units) to be actively and seriouslyinvolved with a rigorous conduct and clear-cut rules.We should allocate enough staffs witha majority of thembeing cadres in counties, townships and villages and from all walks of life. In principle, they will conduct cross-examinationbetween townships and villages. We should offer them sound trainings by organizing all localities to carry out intensive trainings, so that they can master the target requirements, method steps, work discipline, and improve their business capabilities. We should deliver good check and verification work by strict compliance to the “two ample provisions and three guarantees” poverty alleviation standards and by detailed survey forevery village, every household, and every matter. We will carry out the verification process stringently to achieve full coverage without missing even one household while delivering high quality work without fake information. We will make sound use of the results by analyzing and judging them in time to identify problems and weak links, to make sure they will better guide us in the future.

　　Mr. Peng Qinghua pointed out that we should learn the current condition to identify problems during the review investigation. More importantly, we should take measures to solve these problems. We shouldconduct investigation and rectification simultaneously, and reform immediately the problems that have directimpact on the goals and objectives of poverty alleviation; we must take corrective measures to rectify the problems that need further improvement; relevant departments should carry out researches and launch measures to help the grassroots inaddressing problems. It is necessary to adhere to the standards and focus on solving the outstanding problems to make sure poor people have enough food and clothing and have access to compulsory education, basic medical care, housing security and safe drinking water. That is how we can accomplishthe goal of poverty alleviation successfully. We must pay close attention to key links and tasks, go all out tocombatsevere poverty, do a good job in poverty alleviation projects, coordinate all assistance forces, build a stable long-term mechanism for poverty alleviation, continue to improve our work conduct, and deliver good results in poverty alleviation for this year and next year to come. We must care forcadres working at the frontline of poverty alleviation, and implement relevant policies to encourage poverty alleviation and frontline cadres to start businesses and take responsibility, which would help protect and mobilize their enthusiasm.

Therelevant leadersof the Provincial Party Committee, the Standing Committee of Provincial People's Congress, and the provincial government, andprovincial CPPCC, the responsible comrades of the provincial departments (units), the responsible comrades of the municipal (prefecture) party committees and governments, and all the personnel participated in the provincial training sessions attended the meeting at the main venue. Sub-venuewas set up in each city (prefecture) and 161 counties (cities, districts) with poverty alleviation tasks.
