On April 30th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, presided over the Group Meeting of Sichuan Provincial Leaders for the Promotion of the Yangtze River Economic Belt where officials watched the Eco-environmental Cautionary Documentary of the Yangtze River Economic Belt to implement the spirit of the special seminars on the developmentof the Yangtze River Economic Beltinvolving the provincial-level cadres, to stress the need to carry out to the letter the important instructions of General Secretary Xi Jinping on the development of the Yangtze River Economic Belt. We should adhere to the problem-oriented and goal-oriented approach to overcome ecological problemsand environmental issues by tough actions, so as to push forward the high quality development of the Yangtze River Economic Belt in Sichuan Province.

　　Mr. Yin Li emphasized that in recent years, the Provincial Party Committee and the Provincial Government have been fully implementing the decisions and arrangements of the Party Central Committee and the State Council on the development of the Yangtze River Economic Belt and positive results have been achieved. However, there are still shortcomings and problems which deserve urgent attention to be resolved by more effective measures. All relevant departments of the province should further enhance their sense of responsibility and urgency, attach great importance and approachthesematters in a serious manner, and do a good job in rectifying and implementing the issues of ecological environmental protection. It is necessary to put into practice the rectification measures to ensure that all problems are corrected in accordance with the requirements, and to carry out retrospective checks in a timely manner, establish the long-term mechanisms, consolidate the results of rectification, in efforts to avoid resurgence, and build an ecological barrier for the upper reaches of the Yangtze River. This is a major project that will benefiteven generations to come.It is necessary to further strengthen and implement the new development concept, and lead the high-quality development of the Yangtze River Economic Belt in the province with new ideas. We should strengthen protection and restoration of ecological construction, accelerate the construction of an integrated three-dimensional traffic corridor on the upper reaches of the Yangtze River, continue to optimize the industrial layout along the Yangtze River, and deepen the cooperation between the provinces (cities) in the joint prevention and control region of ecological environment, infrastructure interconnection, and public service sharing. We should plan to construct high-quality advanced manufacturing bases, strategic resource development bases, and a golden triangle of China's baijiuto promote the transformation of old growth drivers into new ones. It is necessary to further strengthen the safety supervision of chemical and mining enterprises in the Yangtze River Basin, exercise strict market access for heavy chemical enterprises, advise enterprises to take up their responsibilities of safety production, improve the management system for emergencies, pay close attention to the special rectification of chemical pollution in the Yangtze River Economic Belt,prevent serious accidents from happening and create a good environment for the high-quality development of the Yangtze River Economic Belt.

　　At the meeting,the 2019Key Points for Promoting the Development of the Yangtze River Economic Belt in Sichuan Province was reviewed, and the reports on the progress of the rectification work of the Ecological Environment Department of the Yangtze River Economic Belt of Sichuan Province and the progress of the clearing and rectification work of related projects along the banks of the stem stream of Yangtze River were delivered.
