On April 28th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, presided over the 26th executive meeting of the provincial government to convey the important instructions of General Secretary Xi Jinping made at the symposium on providing enough food and clothing and guaranteeing access to compulsory education, basic medical care, and housing security,to convey the recent the spirit of the important meeting held by the National People's Congress, to conveythe essence of the Symposium for Water Pollution Prevention and Control Law Enforcement Inspection. At the meeting, implementation opinions of Sichuan were studied, arrangements for poverty alleviation were made, work plan related to the development, ecological protection and eco-compensationof Chengdu Airport Economic Demonstration Zone was designed.

　　At the meeting,17 national poverty-stricken counties,including Pingwu County, Zhaohua District of Guangyuan City, Chaotian District of Guangyuan City, Qingchuan County, Langzhong City, Nanjiang County, Songpan County, Jiuzhaigou County, Jinchuan County, Xiaojin County, Ruo’ergaiCounty, Hongyuan County, Kangding City, Danba County, Jiulong County, Xiangcheng County, and Daocheng County, and13 provincial identified poverty-stricken counties, includingLeshanJinkouhe District, Yingshan County, Gao County, Junlian County, Gong County, Xingwen County, Yuechi County, Wusheng County,Linshui County, Dachuan District of Dazhou City, Kaijiang County, Dazhu County and Qu County, have been granted to withdraw from the list of poverty-stricken counties.

　　At the meeting,the Chengdu Airport Economic Demonstration Zone Development Plan was adopted. The planned area for the demonstration zone is 100.4 square kilometers which is further divided into one port and four areas, namely the international airport, the airport functional area of high-end manufacturing industry, thefunctional areaof aviation logistics and port trade, the airport functional area of comprehensive service and the functional area for ecological protection. It is to build a high-end industrial cluster area, a new ecological and intelligent airport city, an international transportation and communication hub, an airport-innovation highland and an pioneering inland opening-up area. It is to build itself into aneco-airport city amid greeneries withboulevards, gardens, and beautiful sceneries.

　　At the meeting,theImplementation Program for Compensation and Incentive Policies for Horizontal Ecological Protection in Sichuan Provincewaspassed, which clearly defined the cities (prefectures) that establish or implement cross-provincial and inter-provincial cross-city (prefectural) horizontalwatershed compensation mechanisms for the Minjiang River, Tuojiang River, and Jialing River will be granted with rewards tostrengthen protection in the basin. The implementation period of the Program is from 2018 to 2020.
