The outcomes of pilot reforms will benefit the whole province. Recently, at the Experience Promotion and Deployment Conference ofComprehensive Innovation and Pilot Reforms held by the Provincial Leading Group Office of Comprehensive Innovation and Pilot Reform, it has been made clear that the two batches of 36 experiences deployed by the State Council and the two batches of 42 experiences distributed and promoted by the provincial government, which added up toa total of 78 experiences, would be promoted in and emulated by 21 cities across the provincethis year. We are to driveSichuan's high-quality economic development by the achievements of comprehensive innovation and pilot reforms.

　　In August 2015, Sichuan Province was identified as one of the eight comprehensive innovation reform pilot zones in China. Over the past three years, it has achieved remarkable results in the comprehensive innovation and pilot reforms, arrived at a number of empirical achievements with important influences, and created a number of significant innovative platforms. It has basically fulfilled the 30 pre-trial reform measures authorized by the State Counciland 16 of them have been included in the 36 reform measures promoted by the State Council throughout the country. It has been out in frontamong the eight pilot zones. It has accomplished the goal of making institutional breakthroughs as foundations and supporting elements, and thus it has entered the new stage of in-depth promotion.

　　The promotion of experiences in Sichuan Province has achieved positive results and formed clear reform dividends. The experience of military and civilian integration in the open and shared large-scale instruments has effectively promoted military-civiliancoordinated innovation, and the co-construction and sharing of military and civilian resources. At present, the sharing platform oflarge-scale instrument for military-civilian integration has gathered 4,558 sets of instruments and equipment, with a total value of more than 4 billion yuan, providing services to more than 1,100 users forover 4,000 times. The reform experiences in the field of intellectual property rights have also exerted a strong impact. The number of pilot units for the transformation of mixed ownershipof scientific and technological achievements has expanded from 20 to 45, which has clarified the six reform tasks of the model of ownership determination, disposal of achievements, distribution of income, professional institutions, internal management, andfault tolerance. Since the pilot reform, more than 460 items have been shared and confirmed, and more than 600 intellectual property rights have been transferred. More than 60 high-tech startups have emerged, which has boosted social investment by 3 billion yuan.

　　The meeting requested that all localities and departments should carry out to the letter the Implementation Plan for Promoting the Second Batch of Supporting Innovation-Related Initiatives in Sichuan Province and the Working Plan for Sichuan Province to Promote the Experiences of Comprehensive Innovation and Pilot Reforms. As a result, it has made the promotion of 78 experiences the leading items in its work agenda. We will strengthen coordination with universities, institutions, and enterprises,assign various tasks, measures, and policies to specific market entities and innovation entities, and make sure experiences are promoted toevery end players. At the same time, we will strengthen in-the-process guidance, highlight the role of feedback, and carry out effective evaluation in a timely way to discover new circumstances and problems. We will promptly propose countermeasures and correct deviations all the way, so as to ensure that experiencesare promoted exactly with practical results.

　　The Provincial Leading Group Office of Comprehensive Innovation and Pilot Reformwill facilitate the promotion of innovation and pilot reform experiences and transform such experiences into real productivity by giving special sessions, preparing special work programsfor experience promotion, holding presentations and trainings for policy publicity, conducting third-party assessment, carrying out work supervision, regular scheduling and other effective measures together with the efforts of relevant provincial departments.
