The construction of the center is of great significance to promote the high-end development of the vanadium-titanium new material industry, enhance thesupport capability of key materials in key areas of China, and build a military-civilian integration innovation system in the field of vanadium-titanium new materials.

　　Mr. Fan Bo, Director of the Provincial Development and Reform Commission, said that Sichuan plans to build a national vanadium-titanium new material industry innovation center this year. Its initial consideration is to promote the joint construction of Chengdu and Panzhihua in accordance with the "one center and two bases" model. Among them, “one center” refers to “headquarters” and “two bases” refers to innovation incubation base, pilot tests and achievements transformation base. The significance of this move lies in, on the one hand, itsbreak away from the mud mountain and the geographical restrictions. The strategic resources of Panxi are placed in the province and even the whole country to allocate resources and borrow resources to develop. On the other hand, it relys on the national vanadium-titanium new material industry innovation center, integrates the industry's internal production and research resources, upstream and downstream innovation resources, and builds a long-term stable and open and shared efficient and collaborative innovation network, through technological innovation, results transformation, transfer and diffusion, so as to promote technological transformation and upgrading of the entire industry.

The region abounds in strategic resources such as vanadium and titanium and rare earth. In recent years, there has been considerable progress in resource development and comprehensive utilization. But there are also shortcomings. The biggest problem is the lack of resources such as talent, technology and capital. With the passage of time, this inferiority became more apparent. Relatively speaking, Chengdu and other places have abundant talents, technology and financial resources. Co-constructing an innovation center, breaking through the boundaries of the original experimental area and jointly innovating will help interconnectthe strategic resources of the pilot area and the talents, funds and science and education resources outside, thus accelerating the development of local strategic resources.

Mr. Fu Jianping said that on the one hand, Panzhihuaboasts almost natural “innovative genes”, and has been successfully approved from the “three-line” construction to the experimental area. Last year, its innovation index ranked second in the province. On the other hand, the city has built a national-level high-tech industrial development zone, and basically constructed a development of a vanadium-titanium enterprise cluster led by Panzhihua Iron and Steel Co., Ltd. In addition, there are a large number of scientific research units such as the State Key Laboratory of Comprehensive Utilization of Vanadium and Titanium Resources as innovation support.
